Hey Dakka! It does appear to be fairly popular among new Dex's to have some heroe/ heroes change the way units work in terms of force organisation. e.g. Belial, Sammael, and Azreal for DA make Deathwing, Ravenwing or both, troops choices respectivly, and more recently, the uber cheap Spirit Seers make warithguard/blades troops for Eldar. I know a fair few codecies have some already but what would you suggest? with dex's being rushed out as fast as they are right now, what would you like to see next time your's comes around?
For me, I have always thought a Necron Destroyer Lord should make Destroyers more readilly available, they would either be useless as troops, or get attacked for OP as most of the cron dex does if they could be taken as troops, but i think something like this would suffice:
Master of the Red Harvest: If you're army includes a Destroyer Lord, Necron Destroyers (but not heavy destroyers) may be taken as Elites, as well as Fast Attack.
There ya go, destroyers are more popular, GW sells more models, and people can still fill thier FA slots with wraiths and scarabs.

Canoptek Guardian: Destroyer Lord loses Ever-living and Ressurection Protocols, but gains Fearless. Canoptek Spyders and Scarab Swarms may be taken as Troops (although, as Swarms, Scarabs may never be Scoring).
Air Cavalry: Company Command Squad (Guard) upgrade. Chimeras become a Fast Attack choice, while Valkyries are a Dedicated Transport option for all squads.

Kommando Boss ~ Allows Kommandos as troops. Kommandos can now assault after infiltration or outflanking as long as they appear in cover / end their outflanking move in cover. Disallows various non-stealthy units, most vehicles etc.

Allowing assault after infiltrate goes a little beyond changing the FoC and into 'ignoring core tenets of the game rules'. Otherwise the Maynarkh flayed ones would be able to do it.

I was just wondering if changing the FOC system to something to allow more customisation would be a better idea?
Eg Class units in terms of rareity rather than function.
If the Unit classes were ,
HQ, Common, Specialised, Restricted.
An HQ unit allows 2 to 6 Common unit to be taken.
Every 2 Common units taken allow up to 1 Specialised unit to be taken.
Every 2 Specialised units taken allow up to one Restricted unit to be taken.
And What HQ unit you pick determines what the other units count as.(Eg Assault marines are Specialised with 'tactical ' HQ.Common with 'assault' HQ.And rare with 'siege' HQ .)
EG a themed HQ , lets on theme units as Common, supporting theme units as Specialised, and counter theme units as Restricted.
(Similar to what Andy Chambers did with Ork Klan suppliment for 3rd ed in WD.)
This is far easier to adapt to themed armies , than the current F.O.C, which is very limiting and overly restrictive IMO.(Hence the need to alter it with special HQ units.)
Basic themes.
Foot slogger infantry , Mobile infantry , Air Cav /Airborne , Armoured infantry ,Armoured Company, etc.
With 'Character' HQ adding a , Stealth, Speed,Siege , etc traits on top.
Just a thought...

I quite like that idea, Lanrak, but it does go beyond 'altering the force org' and into 'redesigning the rules for choosing armies'. Might be a good alternative method though.
Might have some trouble categorising some units, though. Are Wraiths 'assault', 'armoured infantry' or 'mobile infantry'? For example.

Night Lord Captain - Depending on giving him a bike or jumppack making either Bikers or Raptors troops, no marks allowed.
Chaos Warlord - For an extra point cost the Chaos Lord in termie armour may take a single Terminator unit as a troop choice, your Lord becomes Warlord and must stay with his Termie bodyguard.

Yes its a replacement for the F.O.C.
The idea is each codex would have multiple army lists with different themes .
EG
HQ option 1.
Common units.
a
b
c
d
Specialised units
f
g
h
i
Restricted units
J
k
l
m.
This would be repeated for HQ option 2,3,4, etc.
And these lists set unit restrictions within each list.
Units do not have themes , but are grouped together into a themed army.(Like the old Klans, Craftworld, Legions. Chapters, Regiments etc.)

You already went beyond changing the FOC when you started changing USR on the destroyer lord. Plus Orks already have a character that allow our Stormboyz to assault from deep strike - theres precedents to this that make me comfortable with suggesting a change to the rules in this fashion.

Warhammer Fantasy does something like this. Units are divided into Lords, Heroes, Core (ie Troops), Specials, and Rares. Rather than allowing X choices from each section you can take X% of your army from each section. However they do limit duplicates of Specials and Rares to three and two per 3000pts respectively.
I'd much prefer something like this to the current 40k system. The current system tries to force a spread of heavies, fast etc, but players should have more freedom to choose for themselves.

Yeah I know about WHFB % system
But I think making the unit selection proportional is simpler and self regulating.
EG for every HQ taken you can take 2 to 8 Common units.
For every 2 common units you can take 1 Specialized unit.
For every 2 Specialized units you can take 1 restricted unit.
So Common units ALWAYS out number Specialized units AT LEAST 2 to1, and Restricted units 4 to 1.
The good thing about this is it scales up just as well as the % system.
Ill stop de-railing the thread now ...

A company command squad may take rough rider mounts, changing their unit type to cavalry. They may take hunting lances for X pts and rough rider squads become troops.
