So I'm scratchbuilding a necron titan based on this image

I'm going for a bit of a mix between a warhound and reaver but with more synergy with the army then pure brute force. (Excuse the name I just did what all necron things seem to be named these days )

Phase Shift Generator
Doomsday Matrix (Left Arm)
Doomsday Matrix (Right Arm)
4 Gauss Flux Arcs

Special Rules:
Phase Flux-

The CTTTAS may always use its invulnerable save given by its Phase Shift Generator (even against S D weapons!) And it may not be negated for any reason. However, should the armies amount of total units fall below 33% then the armies forces do not have the power required to support such a powerful structure and it immediately suffers a titanic explosion for each game turn the army stays below 33% total models. The Phase Shift Generator's save may not be used against shots resolved against voidshields of any kind.

Flux Power Control-

The CTTTAS may Forgo its shooting attacks to count as being armed with 2 Titan Close Combat Weapons

May take one of the following:
Resurrection Matrix-100
Nightshroud Matrix-150
Stormcaller Matrix-75

May exchange both Doomsday Matrixs for two of the following:
Gauss Annihilator-free
Tesla Destroyer-50 points

Doomsday Matrix:

Concentrated Blast
Range 120" S 10 AP 1 Heavy 1 10" Blast

Dispersed Array
Range 60" S 8 AP 2 Heavy 2 7" Blast

Gauss Annihilator-

Focused Beam
Range 120" S D AP 2 Heavy 3

Flux Arc
Range 18" S 6 AP 3 Heavy 2D6

Tesla Destroyer
Range 48" S 8 AP - Heavy 8, Tesla, Destroyer Arc

Destroyer Arc-

This rule works exactly like the standard arc rule except the range is 12", occurs on a 5+, 2D6 instead of D6 hits, and are resolved at strength 6

Resurrection Matrix-

All Necron models within 24" of the CTTTAS count as having a Resurrection Orb

Nightshroud Matrix-

The CTTTAS counts as being a node for all friendly units with The Nightshroud and Nodal Grid special rules

Stormcaller Matrix-

The CTTTAS is treated as being an additional Harbinger of the Storm for all friendly Stormcaller War Cell formations in play

Let's see here...going to focus hard on what needs improvement and balancing:

Phase Flux:

No. No. No. No. Absolutely not. There's no way in hell that I would play against this in this state. The "I have a 3+ save vs everything!" amps this thing up to way, way beyond the level of any Warhound or Reaver. And this is not a matter of points, this needs to go. No other Titan has this level of saves, and it is a matter of "I put this down and I win." The drawback you list for it is a false drawback, as anyone with a any kind of tactical acumen using it will be able to completely nullify it. And honestly, if you are at 33% total models in an Apocalypse game, you're losing already. This is out and out broken and needs to change.

Single upgrades (the three Matrix upgrades):

I like these, except I think the Stormcaller Matrix needs rewording. As it is currently worded, it can be a part of multiple formations, which I'm pretty sure is illegal. I'd change it to either count as one for a formation, or that it somehow buffs a single formation.

Weapons:

Doomsday Matrix needs some tweaking. In its current state, it is too powerful, specifically the dispersed shot. Why would I ever use the big one when it can shoot 2 7" templates that are pretty much equal for anti-infantry (instagibs everything but MCs, ignores all armor, mashes most light to medium vehicles). Personally, I would make the focused beam a single 7" S10 AP2 template, and the dispersed 3 S7 AP3 5" blasts.

Tesla Destroyer's Arc needs some toning down. I'd say give it 2 of the 3 things you listed for it. All three of them makes it pretty over the top.

The phase shift generator is only a 5++ its the same as the one a pylon has.

The stormcaller matrix is meant to be a buff to all stormcaller formations and loophole the rule about formations but if it is too op I may tweak it.

The doomsday matrix is just a plasma blastgun with a fancy name so I'm not sure it is that op but if you say so

Ahh, my mistake. I thought the save was a 3+. And I was about to be mind blown. It is more fine then, but I still would drop the immunity to Strength D. Nothing else is immune to Strength D and that stuff has stronger shields. I'd just keep it at a 5+ invul, with no immunity to Strength D and no exploding on 33% models remaining.

I'd tweak out the matrix thing. Loopholing one rule opens up oodles of issues.

And as far as the gun, I had to check my books and huh, you're right. Shows you how often I check titan stats. Eh. If it matches th book, I don't see why not.

Ok so drop immune to D but I want to keep the 33% thing to prevent people from just spamming these things for their entire army (we have a rather large apoc community)

I'm not sure how to tweak the stormcaller just yet to still make it synergize with army comps

Ok how does this sound as a replacement for the stormcaller matrix

War Cell Matrix- 125

All units that are a part of a War Cell formation (both resurrection and stormcaller formations) count as having a chronometron while within 24" of the CTTTAS
