So army books exist for each faction....but I see that new models are released all the time.
Can you only use whats in the books in tournaments or is everything legal once it is released?

Everything is legal the moment it is released at regular retail.
The Army Books are simply for stats, Theme Lists, and fluff.

The army books were made as a way to consolidate all the releases of a Faction from MkI into one place for MkII. When they did that, they also introduced a few new models (new warlock/warcaster and other things) along with them, about eight in total. It also included a Theme list for each caster. They are completely optional, but do include a good amount of fluff and are a good place to start for a good chunk of models in a force.
New models are introduced for Warmachine and Hordes in anthology books. These are released semi-annually and contain new models for all of the main Factions in the respective gameline (Warmachine or Hordes). In MkII there has been about 6-8 new entries in most of them save Colossals, which only had two due to a want to slow down in production for a year. These are where new model types are introduced (battle engines, colossals/gargantuans, ranking officers and warcaster/warlock units) and have also had optional systems like Unbound. New models are alsoo previewed in No Quarter Magazine.
For tournament and organized play with Warmachine and Hordes, a model is legal once it's available for general sale, as well as events where it was available as a pre-release. What book a model is from has no real affect on whether it is legal or not save for release purposes. The books themselves are more or less optional save for any special rules for models unique to those books.

Also its not like 40k where you need the book to play the faction. And now that WarRoom isn't a flaming pile of well junk, you can spend $5 on all your factions cards and it automatically updates when new models come out and with errata.
Each model comes with its card in the blister so unless your a fluff bunny or just really want it there is no reason to buy the books for gaming purposes.

As above. You don`t actually need the books. Though they have a good bit fluff in them. Khador`s new caster at that time Strakhov has a really cool story in the khador book. But PP aint GW you dont need the book to play the models. Old or new.

I disagree about not needing the book. ITs great to now the stats of something before you want to buy it. Maybe not the other books but i think the forces is a must IMO

Why spend $25-$35 on a book when you can get the same info in War Room for $5.99?
Like I said earlier if you want the book for fluff and that kinda thing go for it, but the extra $20+ could go towards models.

Some people, like me, also dislike warroom (same way I dislike ebooks, it is just simply a matter of actually having a hard copy to leaf through).

I find myself at times wishing I had the army book to flip through, but it's totally optional. The background on everything is a plus that you don't get with WarRoom or just the cards.

If you don't want warroom and who can blame anyone for that but don`t want to buy the book. Get the faction deck. Apart from Strakhov all the models in the book are in the card deck

Only War Room incorporates the FAQ into the cards. They haven't printed new versions of any cards since the switch to Mk II. If you have a Mk I card, you'll be able to tell by the massive picture, different typeface, and points costs in the hundreds.

Open War Room, on the start page, log in and it will do a search, if there is an update it will ask you if you want to install it.

Not quite. Faction decks only include models which had a MkI version. There's about half a dozen models in the Forces book that are not found in the deck, such as Strakhov, the Decimator or the Widowmaker solo. The only real "complete" list of all cards is War Room, but as noted, models come with their card, making books a tad less necessary.
And stuff.

There is a difference between needing the book and finding the book really really handy. You cannot play 40k without the army book. You definitely can play WM/H without ever owning or even cracking open a book.
That said, I agree. I love the army books and have all but a couple Hordes ones. Not only "know they enemy" but I already have 4 factions with at least a 35 point list. And more coming!
