Is there an upper limit to the number of Hero units that I can take? Sorry if this sounds like a stupid question, but I'm coming from 40k, where the Force Org Chart limits the number of units, while WHFB limits by percentages. I can't find any rule stating an upper limit on the number of units taken, so does that mean I could take 8 Skaven Warlock Engineers with Warplock Muskets at 30 points per model in a 1000 point game? That would be 240 points spent on Heroes, well under the 25% cap?

As long as you don't go over the percentage limit you can have as many as you want.

And the only other limit is that you must have atleast one lord or hero.

I'm not sure why you'd want 8 engineers but yes you could take them all.

It would make an interesting themed army though.

No numerical upper limit. As long as you don't spend over 25% you're good.

You can't; he's saying that you can take 16 naked engineers for 240 points, in a bizarre but totally legal army build.
