When determining warlord traits it says choose a table, then roll, and you get what you roll.
A friend of mine insists that tournaments use a alternate method of rolling, then picking that number off of any of the lists, i.e.: roll, get a 4, can can pick #4 from strategic, personal, or command.
Now the rulebook seems pretty clear to me, but i'm wondering if this might actually be a commonly adopted rule, or if he's just making up stuff.
I would expect tournaments to abide by RAW, but thats just me.

If a TO enacts a modified rule like that, you obey it. Maybe he would like the players to have a bit of flexibility in rolling these traits? maybe he misread it? maybe that's how he likes it? either way, TOs are allowed to make sensible house rules.

I have never seen a tournament anywhere in the whole of 6th that used that rule.
Given your friend is making the extraordinary claim I would suggest they provide some support, for example a tournament FAQ.
Saying "tournaments do X" is fairly meaningless, as each TO is free to make up their own mind.

This is a house rule that we use, unless your Codex has its own warlord traits. It's a very sensible and useful house rule and I would not at all be surprised if any TO were to incorporate it.
That said, if they don't, you have to obey what the rulebook says.

I've always played the warlord traits as roll and choose from any table. You're right this isn't as per the rule book but it reduces the chances of getting useless traits.
I'm off to a tournament on Saturday which also uses the same method.

BAO format uses this rule, as well as the RTT at my FLGS. It really is a great modification, so you aren't stuck with a scoring Warlord in a kill point match etc.

The TSHFT tournament series uses this rule, UNLESS the army has it's own warlord table.

Wow, okay I was not expecting this result, but as it seems this is fairly common practice, I guess I'll agree to do it this way as my friend really likes to. It really doesn't hurt anything, I'm just usually a real stickler for RAW, but this seems like it would just get rid of those useless rolls like modifying reserves when i have none, etc.

I've also never heard of tournaments using this rule. But to be honest it seems a nice House rule helps balance the books that lack their own Trait table as the codex ones seen to give a far more consistent bonus than the generic which often seems to give little to no benefit.

Pretty much all of the local tournaments around here have begun using it, and it's pretty well accepted in the FLGS I frequent.

This a house rule we have been using at our club for a while now. It actually makes the traits more useful, and means both players get usable traits.
We also allow you to choose from the codex specific warlord traits with the same roll.

This house rule makes so much sense that I'm going to write it in my rule book. Then I can claim its RAW
I always hated the warlord trait rolling because its such a cool idea, but usually ends up useless.

Yeah, my group has been doing it this way for months now. The way we do it is, if your codex has its own Warlord Traits table, then you can choose to either roll on the codex table or roll on the tables in the BRB, since Warlord Traits in a codex are more tailored for that army and tend to give a more favorable result. If you roll on the table in the BRB, then you can choose from among the three lists instead of choosing just one and then rolling.

My FLGS uses this rule in its monthly tournaments. I dislike it very strongly, as some of the traits are potentially game-breaking (Every unit in your army gains stealth in ruins, and every piece of cover on the board is a ruin...)

We do this. (roll first, then pick table).
It provides a modicum of reducing the total randomness and gives the players at least the appearance of making a tactical choice.
It is certainly not RAW and, you know, that's okay too.
