the fluff is, IIRC, that they were experimental assault suits developed during the Heresy, but they weren't used very much.

Now, they are being looked at again by the various chapter artificers.

The fluff that makes the most sense to me (which I think someone invented in the super-long thread in News and Rumors):

The Imperium and the AdMech have almost entirely forgotten how to fabricate Terminator armor and are mostly just rebuilding old suits after their loss in battle, or scouring Space Hulks and old planets for lost suits from the Heresy.

Cue some enterprising Techmarines or AdMech dudes re-purposing or straight up creating a new type of armor, inferior to Terminator armor in a lot of ways (size, mobility) but able to provide almost the same protection and carry heavier weapons. It's like crappier new Terminator armor, and it would make sense for this to be a relatively "new" introduction as the design spreads to different chapters.

Well, there's this one:

In the near future, an evil genius, the cyborg Doc Terror, seeks to conquer the Earth. He is assisted by Hacker, the cyborg sidekick and an army of Doom Drones. There were three types of drones:

Traumatizers - the most commonly seen drones are walking robots with laser blasters for arms.
Strafer - A flying robot armed with missiles and lasers.
Groundborgs - A land based robot armed with lasers that moves on treads.

Later, a wheeled Drone with a large screen and cannons as well as a submarine drone were added. Doc Terror and Hacker are able to fly by swapping their purely robot half for a Strafer missing one set of wings. They are joined on many occasions, starting with the first episode, by Doc Terror's daughter Amber.

At each turn their evil plans are thwarted by the heroic Centurions. The Centurions are a team of men dressed in specially created exo-frames that allow them (upon shouting "Power Extreme") to fuse with 'incredible' assault weapon systems, becoming what the show calls man and machine, Power Xtreme! The end result is a weapons platform somewhere between a hard-suit and a mecha. Originally there are three Centurions but two other Centurions are later added:

Original Team:

Max Ray - 'Brilliant' Sea Operations Commander: The calm and collected de facto leader of the team, donning a green power suit. His weapon systems are best suited for underwater missions.
Jake Rockwell - 'Rugged' Land Operations Specialist: Donning a yellow power suit, he has a short fuse. His weapon systems have the most firepower and are best suited for land missions, except for a helicopter-themed system he uses in air combat, usually assisted by Ace.
Ace McCloud - 'Daring' Air Operations Expert: Donning a blue power suit, he is a brave but cocky womanizer who is sometimes at odds with Jake. His weapon systems are best suited for aerial missions, including one specially designed for battles in space.

Extended Team (later additions):

Rex Charger - ‘Expert’ Energy Programmer
John Thunder – ‘Specialist’ Infiltration Commander


Which I still prefer to GW's cack-handed shoe-horned fluff.

John Thunder - American indian racial stereotype, added specifically to improve racial diversity

Max Ray - Owner of the best moustache since Tom Selleck and Stranglehold.
Jake Rockwell - No tactics needed, only able to charge.
Ace McCloud - Has a major problem with sex addiction - seriously, watch the old cartoons, he has a new lady friend every week. Apart from one episode where he and Jake both like the same lady and she goes off with Max Ray. Proving once and for all the moustache's superiority.

That is pretty annoying, especially when its a BL novel and you can tell the author was told to shoe horn the new thing in. Its like a TV show where all of a sudden there is a new character, who everyone acts like they've always been there, and they can't stop shouting "HEY I'M THE NEW GUY I'VE ALWAYS BEEN HERE!" Funnily enough the new thing is usually killed off pretty easily or quickly...

Hmm what a cool idea especially as it specifically notes they are just exoskeletons that work with power armour and don't require interface with the black carapace.

Now if only they looked cool :( still I bet that someone can make decent looking Sisters in exosuits!

But SoB PA and SM PA are totally different. I think the Centurion armor would be designed to interface with Astartes PA.

If they can make it work with the various different Astartes Marks should not be an issue. Sororitas armour is not that different that it would not work IMO or could not be adapted to work......

Still not sure I want a similar retcon for the Sisters though......
