Has anyone ever thought of doing this? having 20-35 cultists and throwing in a lord commisar for stubborn LD 10? sure in the 2nd of combat he'll probably be challenged to death but it would be nice to not have them running.

Chaos Space Marines and Imperial Guard are not Battle Brothers. You can't put a Lord Commissar in a Cultist blob. And I'm pretty sure the Ld10 stubborn aura doesn't affect non-IG units.

Even if they were Battle Brothers, why bother when you could just put him in a Guard blob which is better and I think cheaper?

Yep, this. Apostles are good with Cultists, but any Fearless IC will do the job.

Utilizing Careful Highlighting
|
Use IG as counts-as Cultists.
Use Dark Angels as counts-as Chaos Marines.
Use Azrael as a counts-as Dark Apostle.
Use your 50 man IG-counts-as-cultists blob allied with Dark Angels-counts-as-Chaos Marines led by Azrael-counts-as-Dark Apostle to have a giant 4++ power axe wielding blob of great unit-counts-as-subpar-unit-but-with-cooler-models.

Use an Unmarked CSM Sorcerer with Lv2/Lv3 Mastery and Spell Familiar, then roll on Telepathy (IIRC).
Will make the blob fearless and, if you are lucky, Invisibility will also make them much more tough to kill (4+ cover even in the open, malus in CC for the enemy, don't recall if WS1 or I1).
Also, being useful also from distance, you don't need him to be as fast as other Lords that need to be in CC as soon as possible to be worth their cost, so footslogging is a viable option.
Not to mention that a Lv 3 sorcerer properly kitted out can be quite killy/useful by itself.

yup, despite all fluff to the countrary, Traitor Guard and CSM are not friendly
