That's an evil hand, with more human proportions, and a fireball like that is more magical than psychic, so I'm going an evil Warhammer faction, probably Chaos.

Any popular sub factions in need of a supplement? Or possibly just an existing army book being given a digi makeover?

The only ones that come to mind are Empire Provinces, and Vampire count blood lines I guess. Maby Necrarch vampires? Necrachs were the only ones that didn't feel like they were touched on very much in the last vampire book.

I don't know why but I get a Lord of the Rings/Hobbit vibe from the image. Desolation of Smaug doesn't come out until December 13th, but maybe this is a teaser for something related to the Hobbit?

They are making the whole Necromancer thing a part of the movies though right? Giving him something fire based would link him to the eye in LOTR.

My guess would be Nagash for Warhammer fantasy but I've absolutely no interest in the Hobbit tabletop game and I don't want to get my hopes up as I've a sneaking suspicion that given the December release slot it might be related.

If you look, on the left side it looks like there is a figure there in the flames, possibly carrying something? Looks kinda like a daemonette to me though I have no idea what that could mean. Otherwise the hand is very human looking, and the background looks like a dragon wing or something

A Chaos Daemon supplement maybe, though the fire says Tzeentch for magic to me, the colouring isnt very Tzeentchy. Unless its a Lost and the Damned kind of thing with a powerful psyker on the front.

Gandalf. He lights pine cones ablaze and lobs them at goblins, and also causes a fiery display in the goblin kings cave. Due mostly in part to Nenya, the ring of fire, which he wears.
