As it currently stands, yes, you cannot take Warlocks in an Allied detachment.
Why GW chose to put in that rule I do not know, it's a bit weird.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

One of the most competitive armies is based around having 6+ warlocks and pouring points into said units, Idk if they're OP per say but some would argue so.
I would call the codex in it's entirety, unbalanced.
This rule is weird indeed, generally Kelly's books are well written detail wise.

No, You can only take 4 Daemon Heralds in a single HQ slot in a primary detachment. You only get 1 herald for the HQ slot if its allied

A costly model with AP - in melee and LD 8 taking psychic tests and if it suffers perils of the warp, being immediately removed from the table? I think not.

Seerstars used to be the shizz in the old Eldar codex, when warlocks didnt have to test, and especially in the previous edition when you could pick your psychic powers and assault out of stationary transports.
Now the star is only useful if they're all on jetbikes, and then you are looking at 50 points per model that's a conversion.

Yes, and those jetbikes with 2+ rerollable cover saves, 2/3+ rerollable armor saves, 4+ rerollable invul saves, fleshbane/armorbane, bladestorm weapons and incredible mobility, make them extremely nasty

The rule says, "Each primary detachment in your army may include up to four Heralds of Chaos, chosen in any combination...." I see permission to take Heralds in a Primary Detachment. Show permission to take any number in an Allied Detachment.

...except for the rule that specifically states which detachment(s) a Herald may be taken in. This rule leaves out Allied, and includes only Primary.
Of course, as a Daemon player, I'd be happy to have more tactical options...but I don't see anything to convince me that my interpretation is false.

The lack of the word "only" is the issue there.
I can select any hq model as my hq in any detachment, in a primary one I have an additional permission wrt heralds.
You're taking a permission and making a restriction out of it

It says nothing of the kind. The rule modifies primary detachments - that's all. Non-primary detachments use the normal rules because nothing says they don't.
