But we are talking about height.
I still think it goes like:
Astartes: 7,5"
Alpharius 8,5" (a foot over an Astartes, according to IA)
Average Primarch: 10". The Lion in DoA, Alpharius near Horus in IA...
Magnus: 12"? Not counting the "now I use the Warp and I look like a mountain" time.
Magnus, deliberately appearing in his original form, was 16.5' in Battle of the Fang.

It's stated in Burning of Prospero that Russ swells in size to meet his opponent.

On average between 2.5 metres to around 3.5 metres at most...Magnus was reported to have been a Giant even for a Primarch...while Apharius/Omagon could have passed for a regular marine. Marines in General were around 2 to 2.5 metres.

Well from most drawings a Primarch is shown to be about twice the size of a regular human, so by this a Primarch would be about 11 feet on average and then the larger ones like Horus, Russ, Magnus and Vulkan.

Magnus was also stated to be almost as tall as the Emperor (who was probably also guilty of the "what's my real size game" that he no doubt played through out his life and with women)

I think there's an easy way to get a good idea of Horus' height. Take the image below, do the green box thingy on the skulls hanging off his belt and see how many heads tall he is. Simples, except I don't know how to do it

Horus' head is only about 10-20% larger than the heads hanging off his armour.
You can't really get a difference between Sanguinus and Horus, as Sanguinus actually comes out the same height as Horus by my calcs, but he's closer to the "camera" so will appear larger. Horus is 660 random units of measurement, assuming Sanguinus is lying down at a 60 degree angle from vertical and the camera is about 30 tilted downward at that point, Sanguinus is 650 random units of measurement.
