It's got the potential for stupid high firepower with the right powers and is relatively cheap for what it does, but given its size and disposition it's not very survivable. Overall the Transcendant C'tan is a better choice.

Yeah, the Vault isn't bad. Basically, it is a C'tan on a budget. Can't afford the C'tan? Then consider the Vault. But if I had the points, there is no question that I would pick the C'tan over the Vault. It is superior in every way....except for the price tag.

Indeed, I agree the C'tan is the better value. Moreover, you can use the C'tan and Obelisk (count as Monolith) in non-escalation games.
