Cypher is forbidden to be the warlord, and he in fact provides a -1 modifier to the leadership of the army's warlord.

Beautiful and Deadly Keeper of Secrets

Cypher is a rather nice glass cannon though, best used in hit and runs and giving shrouded to a nice unit.
He's more utility, but that's rather nice to get a guaranteed H&R, Shrouded and ATSKNF for anyone he can join.
Plus he's just cool with his Archeotech pistols
Anyone know where the art came from in the book? Aside from the poor model on the cover, the artwork is actually pretty good from what I saw from my friends version.

3+ armor and 5+ cover aren't even glass cannons. Only in 6E where the game just ignores all armor and cover saves would a model like Cypher be called a glass cannon. I think it's really problematic, especially since Shrouded can give you 2+ cover save.

Did he seriously call an EW with PA and shrouded and one of the best CC stats in the game a "glass cannon"?
If any its one of the more durable guys around. immune to instant-death that is the bane of most powerhouses, having a double save to hide behind, being able to gun down anything and anyone-and if that's not working he is fully able to gun them down in melee.
Honestly? he's a beast. even without the interesting formation.
Gunning him down? not easy. taking him in assault? even harder. he has freaking BS10 overwatch he has (with 2 bolt shots and 2 plasma shots, and after that he gets to hit at I8 WS7 with 2 S7AP2 attacks and 2 S4AP5 attacks.
Yaknow what could happen?
You can charge him with some fancy melee unit (say the IH super buffed up biker chapter master), and there is a fair chance it will die before even getting to strike.
I've said it before and I'll say it again-could he be the warlord, I would have built a chaos army with him as the center piece.

I fight Eldar (Mass rate of Fire), and Tau (Markerlights and good/high rate fire) mostly.
That pretty much IS a glass cannon against those, he doesn't exactly help much when it comes to Wavespam, and whatever spam the tau is feeling like using.

A T4/W3/3+ with no invulnerable save at that price point easily qualifies as a glass cannon, even with EW and Shrouded. He's all offense, and just volume of fire or a decent quantity of cover-ignoring marine killers will take him down pretty easily. He doesn't even have the T5/4++ most good beatstick HQs start with.

No.
The rules EXPLICITLY says that they VP rules only trigger when both HIM and a DARK ANGEL is on the board, and the way they are written makes it be a very, very bad thing if they are on the same side.
 Oh yeah, guess the entire rule would be better to use. Thats what I get for not sleeping and posting things.
Still, with friends using him with your (and I realize you weren't the one who wanted to use them with Dark Angels) DA army isn't that big of a deal. His 3+ armor save won't save him for very long if someone shoots him enough.
Plus, FORGE TAH NARRATIVE! Or something. Also, the fact that those VP rules happen only if Dark Angels are fighting against Cypher means that a very small amount of armies (for instance, Dark Angels) will even trigger those VP rules.
I still think the mental image of Cypher murdering every flyer the Imperium throws at him via a Quad gun is pretty hilarious.
Edit: Wait wait, I see what you mean.. the rule doesn't specify they have to be against him to trigger. Then again if they work when he is in a DA army (and honestly if we are letting him in the DA army why would they?) he's a free three VP either way if he is close to an enemy and dies or he lives on his own.

The most survivable HQ option CSMs have is a MoT Black Legion CSM with various artefacts that give him 3+ invulnerable rerolling 1s. Even then, I have to give him a jump pack or put him on a bike to make him survivable, he can withstand a couple rounds of shooting out in the open but not a lot more than that.
Cypher has respectable saves and the shrouded does help. You are right to say he's not perfect, but calling him a glass cannon I don't get. Buff him or his unit with something like Be'lakor, or stick him in a larger blob to have those other models become his extra wounds.

While certainly Glass (3W T4 No ++) I'm not even sure he qualifies as a cannon, with 2 12" plasma shots a turn that don't even ignore cover.

I'd goso far as to say: for chaos, he's a great special character and add on to the codex. For space marines, he sounds pretty Meh, they have regular stuff that does his job and probably cheaper.

I don't think we should be looking at Cypher alone as one unit. Unless you're a DP out of the old Daemons 'dex, everything else is pretty much going to melt under sustained Tau/Eldar spam. I think one of Cypher's strongest points is being able to grant a crap-ton of USRs to the unit he is with. He's a sort-of-beatstick that acts as a force multiplier (like Be'lakor is) isn't completely fragile (like, say, Ahriman).
If you really want to use him as a pure beatstick, your best bet is to stick him in a cultist blob and outflank him, or even in a Guardsman combined squads Platoon for the sheer number of wounds they can take. 20 CSMs with BP/CCW is another alternative that provides ablative wounds and a fair number of attacks on the charge.

He would have no Shrouded or Eternal Warrior, and none of the Dark Angel-specific rules and restrictions.
