So, I hope to be playing my BA friend in an1500 point game soon, but ATM all I can do is feebly kick at his forces. Any recommendation?

So here's the base of your list I'd suggest using your DV kit:

HQ:
Librarian, ML 2, Power Field Generator - 130

Elites - 5x DW terminators, 1w/ Assault Cannon, 1w/ Chainfist - 245

Troops:

Tactical Squad 1 - 5x Marines, Plasma Cannon - 85

Tactical Squad 2 - 5x Marines, Plasma Gun, Plasma Pistol - 100

FA:

Ravenwing:

3x. Ravenwing Attack Squad - 85 Points

This comes out to 645 points. I've left your company master off this count because the Libby is the better HQ. You've got 855 points to make up. First thing you want to do is get both those squads up to 10 marines and get them into rhinos You'll want to swap out the Sergeant for one without a plasma pistol, it's a waste of points but I want to keep you WYSIWYG. Based on trying to get you models cheap, I'm envisioning something like this:

HQ:

Librarian - PF Generator, ML 2 - 130

Command Squad - Standard of Devastation, Apothecary - 180

Elites:

5x DW terminators, 1w/ Assault Cannon, 1w/ Chainfist - 245

Troops:

Tactical Squad - 10x Marines, Plasma Gun, Combi-Plasma, Plasma Cannon, Rhino - 215

Tactical Squad - 10x Marines, Plasma Gun, Combi-Plasma, Plasma Cannon, Rhino - 215

Tactical Squad - 10 Marines - 140

Fast Attack:

3x Ravenwing Assault Quad - 85

Heavy Support:

Devastators, Flakk Missiles, 4xMissile Launchers - 170

Fortification:

Aegis w/ a Quad Gun - 100.

This leaves you with about 20 points left over to play with. The main goal of this list will be to create a haefty firing base using your green marines and the standard of devastation. Combat squad and send out rhinos to capture mid field objectives that you punch a hole in using your terminators and bikes. Now, this list isn't going to win you any big tournaments, but I think it's a good way to get up to the point total you're looking at for cheap and give you a pretty balanced group of models to play with. Looks like the rhino will run you about 20 quid and another 20 marines for about another 20. That leaves you another 20 to grab a tactical box to fill out your command squad and your devastators. You'll need to scrounge three more missile launchers and a banner bit, plus some combi plasmas but it shouldn't run you more than another 5-10.

I recommend not going with combi-plasma, and spending those points elsewhere. Combi-plasmas IMO are the least useful combi-weapons, especially if you're not drop podding in for an alpha strike. A combi-melta is more likely to earn successfully do what you bring it to the table to do, and you've already got quite a lot of anti-Sv2+ in the 5 other plasma guns you'd have on the table.

If you're planning on dropping the bikers all-together (not recommended btw, and I'll get to that) you could spend those 20 points on something that helps a deficiency in your army, which right now looks to be anti-armor. If your buddy brings a land raider, you'll be SOL against him without any melta guns or more chainfists. Blood Angels often utilize a lot of armor as their tanks all have the Fast type, making them deadlier than any other marines tanks.

The reason I recommend keeping the bikes is they have teleport homers. If you run them bare-minimum, it's the cheapest (and pretty much only) way to have TH on the board to start the game. Plus, they have scout. Scout move turn 1 hopefully somewhere out of LOS of being shot to death, and you'll have 12" closer you can deep strike in your terminators turn 1 without risk of mishap. Considering how much damage terminators tend to do the turn they arrive, it's pretty handy.

I would also avoid going with Knights against other MEQ armies (except Chaos. Knights eat Chaos marines for breakfast.) They are only AP4 the majority of the time, and have no shooting attack. If you don't have a land raider, their lack of grenades makes them bad at assaulting through cover, and they often get shot to death before they even get the chance to assault if you deep strike them in hoping they'll punch things on your next turn. Just another 5 man terminator squad with a big weapon and maybe a handful with thunderhammers and storm shields to tank high AP weaponry would be a better purchase in most situations.

Tactical squad - X10 marines with plasma gun, combi-melts and plasma cannon (X2)
Rhino (X2)
Tactical squad
Deathwing terminators - X5 with thunder hammers and storm shields
Deathwing terminators- X5 with storm bolters, assault cannon and chainfist
Scouts with snipers

Heavy support:
Devastators with lascannons, chainsword, rocket launchers and flakk missiles

Fast attack:
Assault squad

Fortifications:
Aegis with quad gun

Love feedback, how many points, advances etc.

What I did was to pick up DV termie squads from ebay, they are not that pricy.
Buy a package of thunderhammer/stormshield termies(possibly second hand from ebay, as nobody runs them with their marines anymore) and convert Belial from one of them.
Get a package of knighs to deepstrike with belial.

Get som (cant recall name atm, shoulder mounted missile launchers for termies) and replace some/all assault cannons.

Maybe see if you can find a cheap whirlwind for crowd control, as you will always be outnumberd.

2x 5 man tac squad with lascannon to guard home objective/man the quadgun.

Updated version runs as follows:

Belial instead of Azreal (as Azreal has no Termie armour)
FNP banner with DW command squad
TH/SS Termie squad now has cyclone missile launcher
Dropping the scouts and assault squad, what would you recommend in their place? Thinking maybe getting a whirlwind instead of the devastators, or getting another squad of em, what do you think?
Oh, I almost forgot, Rhinos are DT
