I'm having a game with my friend and I need a HQ that isn't named such as a librarian and a troop choice. We're not allowed any upgrades but I can have the 30 death company. Any ideas

Take the HQ Chaplain (Reclusiarch I think it's called), and 30 Death Company.

If there is no points limitations but the other limitations are, 1 hq, 1 troops, no upgrades, no named characters... I think it literally impossible to get a better list than 30 DC and either a reclusiarch or librarian with shield of sanguinius and blood rage. There is nothing in the game that could even remotely stand up to it with those restrictions. Give them bolters just in case he tries to be funny and take 10 jetbikes thinking you cant catch him.

Even 50 IS guard, 5 PCS guard, 15 mortar teams and 50 conscripts (no spec wep squads as they require an upgrade) could stand up to that!

The only thing I can think of that could really go toe to toe with that many Death Company and a Chaplain involves Grey Knight Terminators and a Grand Master... because they come pre-loaded with power weapons, psychic powers, and difficulty expressing their feelings verbally.

But yeah... there's a very short list of "ideal" units in this scenario... Death Company are one of them though.

That would be a good call. It would all depend on who gets the charge. Armed with bolters the DC will get 120attacks on the charge, rerolling to hit and wound which results in ~16 dead terminators on average.
