I think the point is that, in the current codex, we didn't have to choose between one of those things: neither of them happened, because we got fearless straight up.
When the current codex was written, Fearless models took extra wounds instead of running away from combat. So it's only really a nerf now because 6th edition changed how Fearless works. There still is a ton of unknown stuff, we don't know the options for the additional mek you can buy yet. The relic allowing you to reroll up to three saves might very well be our own 2+ rerollable cheese and putting three painboyz in maximum boyz mobs while having Thrakka lead from the LoW slot is going to cause trouble for people. Also note that you can now field up to twelve trukks in a single FoC and mobs of 30 storm boyz is nothing eldar players want to have around their funky space boats.
While the current armies might not work anymore, I see plenty potential for new ones, even without tossing major amounts of cash towards GW.
And if it's falling, it's probably those damn marines in their drop pods who need a good clobbering.
I'm confused by this post.
1. What do Stormboyz do that Wave Serpents have to suddenly worry about? Not like Stormboyz are rocking great saves.
2. We have to get a relic to get to reroll a limited number of saves. Other armies have powers to get unlimited rerolls. Does the relic do anything else?
3. Who cares about putting stuff in a single FoC now? The only cost for opening up those 6 troop slots is another HQ, which it looks like Orks will find a crowded slot alongside Heavy Support.
4. Beside the FoC issue, what good are 12 trukks, honestly? They're AV10 open topped and Ramshackle got nerfed. Is there something new for them?
5. How does Ghaz in the LoW make any difference than him leading from an HQ slot? (Honest question, I haven't looked into LoW stuff.)
And I thought we had the Codex (aka, we're done with the "not knowing everything" thing)?

Painboy for 50pts stays the same. Does he take an HQ slot or is he slotless as the mek is?

Yeah, Ghaz being lord of war makes no sense, but he is in the Lord of War Slot (so its him or Stompa). He is exactly the same cost as before and is now an Eternal warrior. Perhaps this is something 7th is doing so you arent fielding calgar with allies Vulkan? So perhaps from here on out the "big" special characters become lords of war. Double checked, works out exactly the same price, but this one you can stick in a 15 strong bike squad if you wanted (normal bikers)

Bikes in the Nob unit are +27 point upgrade, the nobz themselves got cheaper so the nob on a bike comes out to exactly the same cost as previously.
Ramshackle is now like an extremely poor serpent shield (without the killing). When you take a penetrating hit roll a D6, on a 6 that hit is now downgraded to a glancing hit.

Fun fact: A weirdboy generates +1 warp charge for every 10 models with ere we go within 12 inches. So stick him in a squad of boyz, get him ML2 and he can generate 5 charges a turn on his own.

I'm really pleased with what I'm hearing. It's disappointing that shoota boyz went up by a point but considering how good they are at snap firing they needed it (there was no snap firing when the old codex was written, remember).
Kans in mobs of 6? That's going to be murderous if used properly. Considering how hard it is to kill vehicles now and that most armies' basic guns can't hurt them (from the front anyway) and it adds up to a unit that's going to be very tough and can put out a ton of s6 small blasts each turn.
The new mob rule is an improvement, in my opinion. D6 s4 hits is only an average of one or two dead orks per failed morale check, and now smaller units (like trukk boyz or burna boyz) can benefit from it so long as they have a Nob, whose bosspole will give them a re-roll on the table. It will give the smaller units a lot more chance of sticking aroune.
KFF has changed from a shield to protect the boyz (which frankly is done better and more cheaply by grot mobs anyway) to a 5++ for a smaller elite unit like nobz or MANz. Different role, but something the army was much lacking (ie, the ability to give 5++ to MANz).
The changes to WAAAGH! and 'ere we go will make assault much more viable; a 6" move + avg 3.5" run + avg 8.5" assault (after re-roll) gives an 18" charge distance - even just the re-roll of the charge dice which you can do EVERY TURN (!) allows you to reliably charge from outside most units' rapid fire range. This is a HUGE advantage.

What can say to us about Kommandos? Do they get basic Slugga/Choppa and 2 Special Weapons? Unit size? Are they cheaper, do they have something new?
What can you tell us about the relics (apart from those you've already talked about)?
Is the Deffgun unchanged at 48" S7 AP4 Heavy D3?
Do Dakka Guns on Warbikes stay at 18" range?
Do Deffkoptas stay the same (points, stats, options)?
What about Grotsnik? Any good changes on him? Does he still gives the option +5 Cybork Body option per model on the army?

Also would it be possible to get a quick sum up of the wargear and vehicle equipment?

I was hoping for one of two outcomes, and it seems I may have got it.
The first was a more potent and enjoyable book, allowing Orks (and in particular, biker Orks) to compete in 7th at a reasonable level. This did not happen.
The second was a total disaster, the absolute implosion of everything I enjoyed about Orks. This would help me to sell my Ork army and finally divorce myself completely from this nonsense game.
Its looking like this second outcome will be the case.
Inb4 'sky is falling' etc, for serious guys, do these changes look fun to you? There could be hidden power combos, sure, but as someone else put it, this book is suppost to be fun, and it looks like its anything but.

No Shootas on Kommandos, They got stealth tho, special weapons on them havent changed. Kommandos got a price drop. Nothing else new.
Deff gun hasnt changed.
Dakkagun hasnt changed
Deffkopta dropped by 5 points, both its gun changes are now free. Other points stay the same
Grotnik is fearless, rampage, doesnt have any other perks really

Nope, they take a slot sadly. Mek is the only slotless one.

Battlewagons got more expensive, their kill kannon and other guns got cheaper. Statswise no change.
Ghaz costs the same, his Waaagh still turns his save invul, eternal warrior

They take a slot
Weapons arent exchanged for many of the options on characters, the warboss for example reads "May take items from the Ranged Weapons, Melee Weapons, Runts & Squigs, Orky Know-wots and/or Gifts of Gork and Mork list"
There are other bits that do exchange weapons (taking mega armour for example). Relics are one of each per army (but can take multiple different ones)
All meks get kill saws, but its expensive (20-30 points depending on the mek)

Are Burnas cheaper? Are they still Elite? Are Tankbustas still Elite? Do they get Tankhammers as options and do they work the same? Do they get Squigbombs and do they work the same?
Are Choppas CCW? Do they get anything new?
Stats for the Mega Kustom Slugga?

Burnas are more expensive but a point, tank hunters got cheaper by three, both are still elite. Can take 2 tank hammers as an upgrade, seem to work the same, can take upto 3 squig bombs, no longer risky to your own units
Choppas are just CCW
Its a +1 strength plasma pistol
Ranged are your twinlinked shootas and kombis, melee is klaw or big choppa, run and squigs are your oilers, ammo runts, attack squigs etcs. Orky know wats are you cybork bodies, bikes, waagh banners and git findas. And thev gifts are your relics.

We're probably in the minority, Dakkamite. Nothing strikes me as particularly interesting about any of the new rules, and I've read pretty much this entire thread. It all just seems so milk-toasty and uninspired.The changes are over-complicated (really, more random tables?) or just simply baffling.
