Marines apparently get 15 mins of free time that they tend to use for additional prayer, unless thry have more training to do.

Eldar do whatever is associated with their current path. For DE I guess a torturer's work is never really done.

A marine of the Night Lords will have a vivid hallucination, laugh maniacally for no reason, lurk in the dark or go scare some serf for the laughs.
An Iron Warrior will go over and over everything that went wrong in the last 100 years, getting more and more bitter, tortured by the mental images he is reproducing in his mind. And he will swear revenge.
A Word Bearer will think about the meaning of a particular phrase from some book, and perhaps he will feel the need to write something himself.
An Alpha Legionnaire will deceive himself and take advantage of his moment of lassitude.
A Black Legionnaire will think about how the last 12 crusades ended. This is the reason Abaddon does not allow free time.
A World Eater will go play with his kittens.
A marine from the Death Guard will stay still, feeling countless forms of live moving inside him.
A marine from the Emperor´s Children will [CENSURED]. Coming to think of it, every second is free time for them.
A marine from the Thousand Sons will read a good book. Perhaps something about well known epistemological problems yet to be solved.
A Son of Malice will commit suicide or at least do some self-mutilation.
A marine of the Crimson Slaughter will have an hallucination involving murdered people.
A recently turned traitor marine will feel nostalgic
A Khorne daemon will go find another Khorne daemon to fight with.
A Slaanesh daemon will go find another Slaanesh daemon to with.
A Nurgle daemon will go find another Nurgle daemon and exchange sicknesses.
A Tzeentch daemon will stay still, assuming that someone has betrayed him and he is about to die. He will stay vigilant, desperately trying to figure out where the hit will come from.

Most of the species in 40k are not mono-cultured, with the exception of the Tyranids for obvious reasons.

Even within the same faction you have different subsets of culture which have different ideas of what is proper, and in those you have individuals with different opinions.

While 40k is prone to "planet of hats" one of the strengths of the setting is that none of the factions as a whole are truly monolithic and homogenous bodies. Even different Tyranid hive fleets have different MOs.

So the answer is "depends on the individual and what he or she has access to."

I imagine that on a per capita basis; the Craftworld Eldar generally have the most freetime due to them having advanced to the point where no one needs to work for a living, and unlike the Dark Eldar; the Craftworlds seem to subsidize pretty much all of the essentials.

There's no indication of any real sort of monentary system in the craftworlds, and the paths seem more akin to hobbies than actual jobs.

The Eldar have the potential to live like the Culture, but they already demonstrated problems with self control when allowed to go full on hedonist.

On craftworld alaitoc at least; it seems that Eldar actually live pretty normal lives. There's love, there's socializing, there's entertainment, there's family raising; most of the details of Eldar civilian life appear to be recognizable to modern humans. The primary difference is of course in the path, living in a mostly post-scarcity society, and of course the fact that Eldar are more emotional and far longer lived and don't go infirm with age, which colours their viewpoints. And of course; the Eldar are completely eglitarian with regards to gender and sexuality. Your bodily sex is essentially irrelevant; outside of perhaps aesthetics (so mostly art).

I'd say that out of the species, the Eldar (save for the Dark Eldar and perhaps the Corsairs) are perhaps the most altruistic with regards to their own kind. The Craftworlders are generally arrogant and prejudiced; but it seems to be a learned thing. The Harlequins are perfectly fine with other species to the point that even the Imperium lets them pass freely and work closely with humans without fuss. So long as you can help fight Chaos, the Necrons, and the Tyranids; you are an ally.

Harlequin life outside of war I imagine is dominated mostly by the performance, the keeping and recording of knowledge, their love of comedy, and their worship of Cegorach..

The Dark Eldar have the potential, but the way their system works pretty much precludes any sort of Utopia.

Orks seem to live life like it's a constant rowdy pub with frequent brawling, kultists of speed going fast, mekboyz building things, eating contests, lots of drinking, yellers preaching, rokkers rocking, and preparing for the next big fight.

Most Necrons are constantly involved in politics or the sort of hobbies you could only really engage in from a position of power. There are no Necron civilians, just drones slaving away emotionlessly for their eccentric ruling class.

The Tau seem to go for largely austere lifestyles; but I'd figure they'd have some sort of social safety net paired with a culture that encourages all who are able and willing to work towards the greater good, but ultimately are permissive of most anything that isn't directly threatening to society.

Worship some gods? No problem, just don't start a ruckus? Into kinky things? As long as you aren't disruptive with it, whatever. Like partying? Just don't disturb the neighbors. Sports? Sure.

One thing we know they don't do, is engage in romance. As per the Tau fluff, the Tau don't have any relations that aren't platonic. Reproduction is done at set times and there's no attatchment beyond it, probably arising out of how they raise their children communally rather than familialy. They aren't even particularly sexually dimorphic and make literally nothing out of gender. So the Tau themselves aren't likely to have romance or the culture that arises from it, prostitution, or really any of the aspects of human society that arise from the heart or lions.

That's actually true for 95% of the Tyranids. We sleep to preserve biomass until the next snack ( ships) or all you can eat buffet (planet) we'll accounter. The rest are on guard duties.
One exception being the Swarmlord and Zoanthropes. He's busy playing multiple wargames at the same time against the zoeys, to pratice his tactical genius skills.
