So me and a friend were looking at the new codex for militarism temptus and we can find anything about what you need to take to field them.
It says that they are used like allies like the inquisition but we can't find what you need to take to field them apart from taking a formation. We came to the conclusion that it must be like normal force organization looking to see what everyone else thinks?

Yeah that's what we thought but can't see where it says this in the codex. Also it says in the codex that the normal troop option counts as a hq

No, it does not.
You have the "Militarum Tempestus Command Squad"( pg.64) and the "Militarum Tempestus Scions"( pg. 65).
The Command Squad is an HQ option(a Commissar is the other HQ option for the book) and the Scions are the Troops choice.

The hardback is 72 pages. There is no page 101.
I assume you're referring to the summary page though.
The reason "Scions" is listed in there that the Militarum Tempestus Command Squad is a unit of 4 Tempestus Scions and 1 Tempestor Prime.

Pg 101 in the digital codex think that it's not needed to be put in the hq summary section as no other codex has normal troops in the summary. Also where in the codex does it have force organization what is needed to field them without taking a formation?

Uh, yeah they do when there is a retinue option. Dark Angels has Deathwing Terminators, Ravenwing Black Knights, and Veterans all in the HQ section.
Also where in the codex does it have force organization what is needed to field them?
It doesn't, but it shouldn't have to. An "army" is a minimum of 1 HQ and 2 Troops and everything else is optional.

Inquisition, Imperial Knights and Legion of the Damned specifically alter the normal FOC.

Welcome to the wonderful, brave, new world of no force organization for these "Mini-Codex" armies. Your new "codex" has two unit selections- Militarum Tempestus Command Squad, and Militarum Tempestus Scions. You have two transport options- a Chimera or Taurox Prime. Have fun building a 2000 point army, as I have no idea how you can with 2 HQ and 6 Troops choices under the regular Force Organization chart out of the main rule book. Enjoy your "army"!
Edit- OK, after doing some rough calculations, if you maxed out all six troops squads and two HQ squads with all options and took eight Taurox vehicles with all the trimmings, then you'd have about a 2500 point army. /shrug

Yeah true had forgot about them. You can field a formation which is round the 1000 point mark and are able to field as many as you want. Also the codex contains a commissar and valks to take as well.

I do not have the copy of my book yet, however does this mean I could run a pure army of Stormtroopers without having to use any of the Formations?

As I'm lead to believe yes you can however the codex doesn't give a force organisation chart to back this up. On this note other posters have said it would follow normal chart make up ie hq plus two troops

are they intended to be run only as an allied deta hment or can you use them as a primary? seems like they can be either, but this would make a real limited primary. i understand the included formation datasheetsto be outside the detachments, and unlimited in number you can take. Automatically Appended Next Post: it gives not force org chart. possible that you can take them on a unit by unit basis (excepting the Formations datasheets as previously mentioned) inside a primary and/or s3condary detachment, using available slots from those FOCs?

It is, and they lost my money....if I could have allied in stormtrooper platoons as troops, I'd have slapped down 50 bucks and giggled all the way home.

I think that it's supposed to be the difference between a "Special Forces" styled Scion(the Militarum Tempestus book) force and a "Footslogging Grunts" styled Scion force.
The Scions in their special book get to only take Taurox Primes, while the Scion Platoons can take Chimeras.
The Scions in their special book have Command Squads that get to give their "Clarion Vox-Net" special rule to any Scion unit within 18" of the Tempestor Prime while according to White Dwarf, the "Clarion Vox-Net" special rule only applies to Scion units within 18" that are in the same platoon.
Additionally the Militarum Tempestus book has 6 unique orders that, purportedly, are not in the Astra Militarum book. Their Taurox Primes also get several unique items(at least it's not listed in the White Dwarf article) in the form of "Relic Plating"(grants the vehicle Adamantium Will special rule), "Augur Array"(attempting to bring a unit on from reserve using Deep Strike within 6" of a vehicle with the augur array means that the unit does not scatter), "Recovery Gear"(if immobilised, then in subsequent turns it can attempt to repair itself by rolling a D6 at the end of the Movement phase. A roll of 6 means that the vehicle is no longer Immobilised but it does not return lost Hull Points), and "Fire Barrels"(first time an enemy unit attempts to charge a vehicle with the fire barrels the charging unit suffers D6 S4 AP5 hits that are randomly allocated).
