Yarrick got a nice buff (and point reduction to go with it) but has some genuinely screwed up rules. He has a warlord trait, special ability A that prevents you from being the warlord if any model has special ability B, and special ability B.

Isn't it "any other model has ability B"? At least I assumed it was from what I had heard about it.

No, it's any model. Of course it also says 'A Lord Commissar' not 'This model', so I think Yarrick slips past that one. Yeesh.

Chain of Command (Lord Commissar only): A Lord Commissar may only be your Warlord if you have no models with the Senior Officer special rule in your primary detachment.

You state in the OP "Enginseers, still the same, cheaper." - does that mean they still have the moronic restriction that only two Servitors can be upgraded to carry heavy weapons? Or can all five now upgrade? In either case, have the points cost for said heavy weapon upgrades changed or is it still 20 for HB, 30 for PC/MM?

Start at 45 with nothing, then pay the normal prices for heavy weapons. Actually scratch that, its exactly the same I just did the comparison with the old book.

Still can only take 2 heavy weapons with servitors out of the 5 you can take, HB/MM is 10, Plasma cannon is 15.

He did gain a cool ability that if he forgoes shooting a vehicle within 12" has power of the machine spirit.

Gone, although Nork looks interesting. Still expensive, but a Nork/Straken squad with priests and inquisitors could be very painful.

Pretty fragile, yes. Sgts don't get lasguns, but they can buy boltguns if you want.

Well you could work around the Sgt lasgun thing, just say they get artificer lasguns and use the boltgun stats or something. You need to roll different coloured dice for them anyway, as they can precision shot. The HWT are a pain, true, but they can be worked with. They are really fragile but can dish out a lot of fire for their points, especially with divination, the new orders and the ability to put cheap commissars in them to buff LD.

On the other hand, A dkok update may give you exactly the sort of thing you want. I know they have lasguns for SGTs, and I remember they used to get HWSs that could combine with infantry squads (although I think they lost this last update).

I see Yarrick and Harker. Could you tell me about the other special characters? Special characters are my go-to section of a new codex, and I've heard some distressing things about this one. I'd love to have some resolution on that front.

Pask - A pretty decent yet expensive upgrade. People are saying great with punisher, too short a range for me though.

Creed - Super commander. Two warlord traits, order rerolls, extra order.

Kell - Bodyguard with banner.

Straken - MC with a combat boosting aura.

Nork - Super bodyguard.

I could have gone really detailed, but I thought you would just want a (very) brief overview of each.

Are the heavy weapon and special weapon teams still 6 man or are they now 10 man squads with filler standard troopers? Also did they get the ability to take a vox?

6 man, no vox. You can attach cheap commissars to them though.

Sorry, I meant that he acts similar to one in certain ways. He has S6, 3+ and can smash. Can do some serious damage.
