I don't recall any sort of ork oil extractors.
And where do they get all that scrap metal parts? There's no mining or stuff like that. But scrap metal masses are part of all ork setlements. Well, all the scrap metal can be taken from the crushed space hulks but what about fuel?

Ork technology works because they think it works, I remember reading once that the imperium studied a shoota and found there was no way for the bullets to reach the hole of the gun. Another thing I remember reading is orks shooting guns with no bullets

Back in Gorkamorka, Ork Trukks used to run on gas engines, although they had booster technology which might have been massive rockets, NoS or a giant red button.
As opposed to Grots, who used sails.

Grots and xenos slaves take care of the majority of menial labour in Orkoid society.
"Grot's work" is even a derisive term the Orks have for any job seen as being too menial or mundane to be done by actual Orks.
Which tends to include anything that isn't exciting. Not dangerous however. Orks don't care if a job is dangerous. Just if it's boring or not. And Orks have a rather different idea of fun than humans.

Different sources state different things. I prefer to stick to the ones that claim orkse's mentality to be able to alter reality 'a bit' sometimes. For example, an ork's shoota has 50 bullets left. And a boy shoots 53 times with it. Just cause he wants to shoot that very much and believes he can shoot! But not like there are 0 bullets from the start and he shoots all 53 times.
The things i've read about orkses state that they do use fuel. Sometimes they can drive even without fuel thanks to how their psyche works but that's somewhat limited. They can't alwayz drive on nothing.
Probably they'd run a very low-quality sort of fuel that'd not be usable for any vehicle by a non-ork. But it's still fuel and they get it from somewhere.

Ceann, what you read was a report from an in-universe Mechanicus Adept studying another race's technology. It's unlikely he understands how it works. And, Orks can't just defy physics with guns, they may be able to change something slightly, but only if it is horrendously widespread throughout the Orks, and I doubt half the Orks in the galaxy even have vehicles. Most of them are tribal IIRC.

Yeah I always feel like that passage gets misquoted. Remember the Mechanicum is not much with innovation, so to them it's like "Hmm this is not STC tech, it looks crude and they clearly don't say the right prayers and blessings...I give up" They can barely maintain their own more advanced tech and so just churn out the simple stuff like Lasguns, while Plasma guns become increasingly rare.

Let's go with the ever popular "alcohol fueled" option. I would imagine that anything orks like to drink would burn quite well if you took a match to it, and it lets the ork breweries also serve as their fuel production.
Only problem would be that the orks wouldnt want to give up good brew to fuel all their vehicles. Gives a whole new spin on "siphoning fuel".

Yeah I remember reading somewhere that there's oil squigs that they just shove into the engine or something, that being said. The reason that not everything works for an ork is because they're so friggin dumb. Although they want a truck to move they might not understand that fuel goes into the engine, combusts and creates kinetic energy. the best they might come up with is all da boyz hop out and give it a push. Thus if they cannot imagine something then they can't believe that it can happen. Guns on the other hand are right up their alley, stick a fork in it and it shoots like a bullet and makes a loud bang, close enough. Just like what i've learned in my engineering classes. "just round up" and "close enough" if it works for 'umies, it works for Orkz

I remember an old WD which described Ork engines either running on crude oily stuff (basically petrol or Space! brand equivilent) and the idea of Orks having oil rigs just seems....right.

Fuel/logistics is an aspect of war all 40k fluff ignores, they have some kind of excuse like "a Leman Russ can run on almost anything", but at the end of the day the Imperium and most races in general could not realistically operate logistically given what they'd require and their circumstances, so it's simply not addressed.

From various sources, which I can track down if really needed:
Squig oil: just like humans used whale oil, there are probably several varieties of squigs which are suitable for fuel. "Oil squigs" are little teeny squigs that an ork can squeeze to lubricate something, so presumably, you could raise a herd of them for oil. There may, given the existence of Squiggoths, be large squigs with more substantial oil reserves (Behold, the white squighemoth, Moby Squig!)
Fungus beer. Ork alcohol is so strong that it will work as fuel (or they are so tough that they can just drink their fuel.). This is mentioned specifically in Deff Skwadron, as the fuel lines run through the cockpit and have a nozzle so the pilot can have a quick drink).
Little Evil Suns: Mentioned, at least, in Engine of Mork. For vehicles with prodigious energy requirements (such as a Stompa with a Lifta-Droppa), ork meks can bang together the very finicky "little sun" (which is, presumably, a fusion reactor). These are very dodgy to build and operate, and easily overheat (which may require banging some more nails into them).
Oil/Promethium. Humans didn't 'invent' oil, they discovered it. There's nothing preventing orks from drilling a hole and pumping it out themselves (or maybe, making the grots and slaves do it). Of course, it's way more fun to let someone else (like stupid humies) do all the boring work, and then show up and take over the place. Why burn your own oil squigs when you can take barrels of the stuff from the humans?
Given that orks have 'mastered' teleportation and force fields, as well as fusion reactors, I presume they have also figured out good old fission reactors too. A couple of 'glowy rods' should keep a lot of things ticking along for a good long while.
