Tis was a joke.

Lets avoid an argument about what they cut off by agreeing we can cut off both.

I am not sure what I would recommend for the first offense but a second offense I would likely kick him out or bar him from prizes. If he were to get kicked out (even though I don't believe he should) I would refund his prizes. The hardest things about giving out punishments is to try and not create resentment or the appearance of favoritism. I've TO'd many events of different types if games from a store employee standpoint and as a unpaid volunteer. Every community has factions and if any of them fall out of line their opposition wants them to hang. Being impartial is difficult and you should support your TO.

They are lax at my store I doubt there would ever be a harsh punishment.

I was really made at an Eldar player. In a tournament I asked before the game if he had any reserves b/c he rolled the warlord trait that the WL gets outflank. He said I don't like reserves.

I was cleaning up I thought so I moved my army up. Next thing I know Eldrad and a group of fire dragons out flank next to my Fortress of redemption. Well I turned around but fire dragons don't take long to eat buildings. On top of that I immobilized my landraider turning around and a rhino. Wasn't pretty. Coteaz and monkeys were in that fortress. I lost a game I had in the bag. Had I not moved up I could have easily stopped Eldrad.

You must state clearly what you have in reserve and I asked a question and even got mislead. I really thought he should not have been given that win.

Not actually possible, since it falls under the separate crime of jayrolling. They just cut all the spokes on your wheels.

NOTE: This should not be confused with the other kind of jay rolling, which is now legal in 22 states.

To answer the OP, I think it depends if you believe in second chances. I believe I may make silly mistakes at times and I would appreciate a second chance. And so I do the same for others.

So for this dude, perhaps he was tempted for that one time to cheat to win. Perhaps he is a chronic cheater. It's hard to tell. Rather than "kill an innocent"(who fell that one time), I'd recommend a second chance by some punishment which does no public shaming (ejection etc). If it happens again, I guess there won't be a third chance.

What should happen in in 6 week league with entry fee/prizes?

The above bolding is mine, but it's the relevant part of the question for me. If it was a casual, free tournament where everyone is there for a good time I'd be on the side of clemency. However, when money and prizes that people may care about are involved are at stake I'm less inclined to care about the individual in question. If you were a non-cheating player, how would you feel if the known-cheater won a prize that would have otherwise gone to you? As a previous poster said, he likely has been cheating in other games without being reported or caught. It's with that in mind that I thus:

I would rule that if he wins a prize it is given to the next highest ranked player. I'd allow him to continue competing in the tournament and even have that game count towards a win or a loss - whatever actually happened in the game. And any further breaches would result in an immediate removal from the tournament.

I think the age of the cheater is relevant. A child or a teenager is probably not beyond saving. A little punishment and a little humiliation through being caught and they might change their ways.

I'd be less inclined to give an adult a second chance.

True too. Maturity is a factor. But sometimes it is hard to judge. Legal age for adult usually does not equal maturity. Myself, I'll freely admit I was still fairly immature in my early twenties.

First off, Dorothy Mantooth is a saint. A SAINT!

As for your cheater, it is a delicate situation for the rest of the league. Every win and loss involving him might be second-guessed by everyone involved.

The well is poisoned, in other words.

My whole point is that it doesn't matter if he is truly rehabilitated.

He might never force another card or steal an extra inch of movement, but only one person will ever be 100% certain that's the case.

Only he can say for sure that he's being honest, and, as a known cheater, he's a little harder to believe than someone that isn't.

Everyone else will forever look dubiously upon every lucky dice roll, outcome and victory he claims.

Imagine if he wins the tournament.

Whether he cheats or not to accomplish it, how will the rest of the league perceive it?

The league shows great compassion for giving him a second chance, but it may also be doing a disservice to every other player whose confidence in enjoying an honest competition is undermined.

That way he can redeem himself by stopping to cheat. If he gets caught again, kick him out of the league.

Something like this. In the event that he makes it to the end in high standing, people will all be wondering if it's because he cheated.

The best way to handle it is to quietly excuse him from earning points this round in the league. Let him play games with others, let him rack up the points, but make it pretty clear that he isn't eligible for prizes. The appropriate way to handle it is to remove his ability to win, while not socially ostracizing him. If he does it again, then it's time for something more overt.

Tier 1 is the new Tactical.

If he was losing anyway, he's probably not in any danger of doing well in the league. I've seen people cheat at various things (exams, homework, etc) and they often do it because they're deeply insecure people terrified of losing face. Punish them the first time and make them understand the consequences will be much more dire for a second offense and most of the time they see the error of their ways.

If you want to get creative, come up with an appropriately ironic punishment. Caught cheating at drawing objective cards? No tactical objectives for the rest of the tournament. He can try and win on linebreaker, slay the warlord, and first blood. Cheating at rolling armour saves? Auto fail all armour saves for his next game.

He'll get the message.

regardless of what my fellow players or the tournament rules say about situations like this, I would refuse to play him ever again, and rather forfeit and lose my game then have no fun being paranoid about getting screwed over. I despise people like that

*A Dredd Sock is a sock which is filled with old 3ed metal Deffdreads and then use to hit the person over the head with.

In all seriousness though people are paying to play and there is money/prizes at stake. Cheating is completely unacceptable and therefore I feel he should be booted from the league (I would refund his entry fee as well)

Office Waaagh he is now 2-1 and I am 3-0 we were tho only undefeated players in the league and he only played me b/c everyone else had a game. He definitely didn't want to.

I very rarely lose so people don't want to play me. I am competitive and really good at making lists.

If there's money/prizes involved in the tournament/league game, it should be immediate disqualification from said game/tournament.
