Some are elevated into daemonhood for what they did when they were mortal, not for what the gods think they will do in the future. The chaos gods pay off those who serve them well. The reward then fuels more mortals to serve the chaos gods in the future. By the very nature giving immortality makes a large number of their followers less interested in service, and a lot of them just go about doing their own thing, but there will always be new champions to take their place.

Ironically, the Chaos gods, who loath stasis and cursed the Anathema (Emperor) who was waging war for stasis.... end up causing never ending war, a form of stasis.
