Honestly that's a pretty bad way to look at it. Everything is technically something your friends would need to agree with as, in fairness they don't have to play you.

In any case it is not expressly "Legal". The only thing which addresses it is the Forgeworld FAQ for HH: Betrayal which can be found here. The last question addresses it.

The Horus Heresy rules are built and balanced around each other. There will be cases where the Legiones Astartes or Mechanicum lists will be both over and underpowered against 40k armies. It is really something you should discuss with your opponents, particularly concerning some of the designer notes on that particular question about allow for larger Xenos squads or coming up with a specific narrative.

Since the rulebook says you have to agree to everything when it comes to building your armies, why would this be any different?

No, 30k armies are not legal in normal games of 40k.

You would need permission from your opponents before hand or permission from the TO if you're going to an Event.

Which sucks as I have an 1850 army of Adeptus Mechanicum just twiddling their giant badass robot thumbs

"Legal" is what your friends agree with. If all of you say "Cool, why not?", then try it. If you look for any rule that would say that it's allowed and one of your friends disagrees...would you walk up his face, waving the page around saying "YOU MUST PLAY WITH ME IT'S LEEEEEEGAAAL!"? I don't think so

Rules-wise, it obviously isn't legal. 30k. In 40k. There's quite a time gap in between.

You can make a pretty effective, unbound army with counts as for all those models.

Isn't there fluff of cruisers spending millennia in the warp, only to pop out like it was minutes instead of centuries? I likely wouldn't have a problem playing against your (or anyone else's) HH army.
