If you want to do this without getting a second mortgage the cheapest way is Terminators in Land Raiders. With some conversion work the GW plastic kits can be used since that kind of armor was in use back then.

Well firstly you need at least 20 tactical marines to field a battle forged list. Unless you go down the Terminator's are troops rite of war.
You will need a lot of money, Legion Armies tend to be Tank heavy, and for good reason seeing as they are all awesome.

Yeah it's gonna cost you an arm and a leg...
I decided on my legion finally last night, I'm doing Sons of Horus (with some Night Lords and Word Bearers allies down the line) and I'm going all Forge World with mine, which means it's gonna be a slow process. If you haven't already seen it, the Horus Heresy sub forum on Bolter and Chainsword is awesomely helpful and friendly

The Mechanicum stuff is proper cool. I'll definitely be picking some up later on. Will be cool to see if they come out with any dark mechanicum stuff further down the line too.

Pick one at a time. Make many lists. Pick the list that would be the most fun to build/paint/play, then buy the stuff for that list.
