But Stark is a boring character. He's literally a blanket for the billionaire-playboy-philanthropist-power armoured character. And the film shreds the one decent arc which developed his character. There is no reason for him to be anything other than upbeat in the film.
Sounds to me more like a bit of a joke or a tease. Maybe even a "Taken" gag.
But not impossible I guess, was talk of him appearing in the DD Tv show.

The poor man really has a stake in the country. The rich man hasn't; he can go away to New Guinea in a yacht. The poor have sometimes objected to being governed badly; the rich have always objected to being governed at all
We love our superheroes because they refuse to give up on us. We can analyze them out of existence, kill them, ban them, mock them, and still they return, patiently reminding us of who we are and what we wish we could be.

Honestly, I think they're just clutching at straws. I'm also not sure how they'd fit Castle in with the largely kid-friendly MCU without toning him down a lot and losing what makes his character work. That said, I wouldn't object to the Daredevil series (where he's most likely to show up) being a little darker and grittier.

If only to show DD dodging bullets using his funky sonar type power.

The Daredevil TV show is the best place to introduce Frank Castle. Ditto for Jennifer Walters, as a common courtroom opponent of Matt Murdock (make her the District Attorney or an ADA in the show).

Now that's not a bad idea. Hadn't even thought of that.

Oddly enough I believe there's a storyline coming up in either She Hulk/D' Devil's regular comic book series which pits the against each other in the courthouse...?
