Is this a decent army to start with?

I'll take any advice I can get.

It looks like the list has been designed for ITS missions as you have a lot of specialists for a 150 point list? If you haven't played before i'd suggest starting off with just some basic 'kill stuff' games first. As for the list you have an Lt with AD so he either has to start the game deployed on the table or you start the game in LoL. You're paying points for a skill you can't use. And for a cheap hacker i would take a celestial guard due to their BTS which (currently) makes them better in face to face hacking rolls than a zhanshi. And if the Rui Shi goes down you've got nothing heavier than a combi rifle left in the list. I would try to get some weapons in there to take down anything heavier than light infantry.

How about using group 1 from the second list? Its about the same points as a normal starter and ditches the kuang shi which i think would be a bit of a pain to use if you are just learning. They're cheap but they have a few special rules which you'll probably end up just forgetting about or not using.

And the CG Lt in the second list is fairly obvious. None of the other units are Lt options (and you don't have enough SWC left to take a Guilang Lt).
