I just don't think they have enough characters fleshed out yet to do the Civil War as well as it should/could be done.
We've basically got the Avengers, Thor, Cap, Iron Man franchise and.....well....they would have a LOT of ground to cover to get non comic followers interested in, or knowledgeable about, enough characters outside those two movie series so that they would feel a bit "vested" in a Civil War movie (or series of movies).
Definitely not for a 2016* release.

Good thing it has a 2016 release.
Anyway, from all reports Cap 3 isn't meant to be "Civil War: The Movie", it's supposed to start a civil war arc.
And by 2016 we'll have Ant-Man, plus at least two of the Netflixx characters (Daredevil and whomever they do second, Jessica Jones I think).

Mistype, sorry.
Even 2016 is pushing it to get people more interested in more than just the core Avengers, Cap, and Iron Man. There are so many mutants and supers that would, theoretically, be affected by this that we need a few more movies before this happens (and I personally don't think that just Ant Man and Ultron will do it next year).

Again, the movie isn't meant to be the Civil War, just the start of it. The actual war would likely happen in Avengers 3.

There still isn't enough there, I think.
Most (all?) of the heroes do in fact work for the government.
Or they did, until the whole S.H.I.E.L.D./Hydra thing... Hmmm....
Anyway, Civil War was a fairly boring story arc and in fact is mostly ignored in the current Marvel Universe anyway.
Surely there's something better to focus on?
Maybe Thanos finally showing up, and getting us a nice Avengers/Guardians mash up?

I swear if the original group (characters and actors) is sidelined for the event they have been setting up for years (Thanos and the Infinity Guantlet) I will be quite upset.

If anything, the Infinity Gauntlet would be a better premise for a super civil war than the premise they currently have to work with...
