This seems to be really unfair to Tyranids that they need two pairs of a CCW to gain +1A, but why? What's GW's reasoning? Are we supposed to believe that they will only ever attack with one out of two claws/talons?
What makes it more unfair is how for GKs, they can take a PAIR of falchions, which gives them +1A, yet we have to buy a second pair to get the same benefit. This is really bad game design in my opinion and there shouldn't be a double standard.

Is the pair of CCW for Tyriands the double price of other CCWs? If not, and I'm guessing it isn't, it's just different wording and not unfair.

Tyranids come standard with a Pair of weapons as the weapons are their hands and the "extra" attack is built into their profile, being part of their natural abilities.
For example, assuming Hormagaunts have 1A normally but having a pair of ST gives them +1. So its included in the profile. That's how the 4th Ed Codex did it.
On the other hand it may also be due to the fact that Tyranids get 4 arms, twice as many as other races. Not to mention that things like Tyranid Warriors, Tyrants and Carnifexes can get both a melee weapon and a ranged weapon. If a space Marine were to have a bolter and Power Weapon would he gain +1A? No, and the world could scream Cheese if he did. So its actually not a double standard, it is being fair.

Long story short is, that because of the CH suit, and the fact that the nids were the first army to recieve the "no rules, no model" treatment, GW decided to punish nid players by hamstringing the army.
Why are ST's AP6? So hormagaunts bypass their own armour on failed IB tests.
Why did warriors get no change in durability, despite how easy they are to kill? Because you are supposed to be punished by synapse, not rewarded by it.
Why did tervigons get nerfed so hard? Because GW wanted to punish the people who bought the CH conversion kit.
Why did the swarmlord get nerfed so hard? ^^
Basically, most of the "Why did XX happen to the Tyranids?" questions can be answered by the (still ongoing) GW -vs- CH lawsuit. Others are merely salt in the wound.

Don't conflate malice with incompetence. It's just as likely that GW did it because the designer felt these units needed tweaking.

The problem with this is that most Tyranids lost an attack in the 6th codex now that they can get "Two CCW" in the form of four CCW's that for some reason only count as two because each set is one....
I really don't think it would be absurd to let them Hormagaunts have three attacks with a set of scything talons. Guardsmen can get three shots with lasguns and that is effectively the same thing. GW needs to stop thinking that melee is so damn powerful and being so afraid of making melee units more powerful just like their shooting brethren. Assaulting with a Lictor out of DS is OP as hell but apparently drop pod Stern Guard is just great.
