So I'm thinking of getting into 30k, and I am interested in doing some heavy weathering. Naturally this screams out death guard, but I've already been working on a deathwing 40k army, and I want to try out some new colour schemes. I think that a heavily rusted iron hands army would look really nice. The black with deep to light orange rusting and streaking could look super cool if done right.
In addition, I would want to do a mechanicum detachment because they are super cool.
I'm really just looking for some insight into what people think would make the best army to have heavily worn. It would help if it makes sense in the fluff too.

Fluff wise I don't think the iron hands would let their armor or vehicles get that weathered. I could see the world eaters or maybe the imperial fists being weather worn.

Iron Warriors. The reasoning is simple: they were being used steadily as the battering ram of the Crusades & Perturabo got sick of how they were being pushed to their limits & then they began pushing themselves harder, longer than any other space marines to outdo the other chapters, especially the Imperial Fists who got all the recognition.

In the FW Horus Heresy books it says both the Iron Warriors and Death Guard didn't repair damage that didn't affect performance so they'd be good candidates, although you could make up a story for any legion that they had been on a gruelling campaign with very little time to repair their armour.
You could also do an army of loyalist survivors of the drop site massacre who managed to escape, they'd be very beaten up and would have no means to repair and refit until they regrouped with the other remnants of their legion or other loyalists.

How about Imperial Fists? Yellow looks great weathered, and is far easier to paint dirty than clean. One of my own PH IF:

It was from Anvil Industry (as are the rest of the parts bar the sword and pistol). They look to be out of production at the moment, but it might be worth contacting the seller (Anvils Hammer here on Dakka) just to see if he has any leftover of if there are plans to cast any more.
Failing that, they have some other pads that are suitable for HH minis:

and a whole range of cool parts that work with SM of any kind. Less than they used to have, but all excellent stuff.

I am a very clean painter but yellow really is such a pain in the you know what to paint that my IF look dirtier than my Death Guard models ...
