Can it compete. I am not talking national tournament level obviously. But in serious local meta. Not trying to list tailor, but I fail to see how it would stop necrons now for example.

Boyz with shootas... they too shoot lots and melee is still nasty.
Deth Koptas: wit twin-linkz rocketz do good.
Bikz- tin-linkz dakka.
Tank-bustas in trukz...
I can't channel my inner ork any more... whew.
Lootas are a good start, the fairly high strength volume of shots is hard to deal with.

Sure. SAG mek, Mek gunz, lootas, shootaboyz, flash gitz, koptas/buggies, flyers, tankbustas, Stompa is quite shooty. Forgeworld helps out with shooty behicles too. The only problem is that you'll need lots of stuff from heavy support. Will have to double cad.

Shooty Ork lists can exist, but it, IMO, is difficult and not reliable on its own. I don't feel an Ork list can rely merely on shooting. But, if you're looking to try, we do have some solid shooty options.
Shoota Boyz: Your basic, go-to shooty. They are plentiful, fairly cheap, and put out a good amount of Dakka. The sheer volume of bullets alone should be enough to clear out or severely cripple virtually ANY infantry unit they come across, merely by forcing so many saves.
Mek Gunz: Who doesn't love artillery? And better yet, who doesn't love artillery that fires at BS3? Mek Gunz have a wide arrange of uses. From Lobbas to assist in infantry clearing and providing barrage, to Kustom Mega Kannons that can clear out armored or monstrous foes alike with quite a bit of ease. Fairly cheap points wise and able to take batteries up to 5 models, you can pack a LOT of heavy fire on the back lines.
Lootas: Backfield holders, firing long ranged, decent strength weapons, these guys are old favorites, but lost a little luster due to their move to the Heavy Support slot, meaning they now must fight for glory with the improved Mek Gunz, and still suffer from being mere Boyz with big guns. Meaning no armor, and easy to blow off the field. But are still a very solid shooty option for potentially 3 S7 shots per model.
Batlewagons: Fairly tough to crack open, Battle Wagons can serve a few roles in a shooty army. They can load up on Shoota Boyz and run around the field to shoot stuff up. You can even further customize the wagon to aid you in your quest for Dakka. It can take Big Shootas and Rokkits, up to 4 of any combo, can also take a Kannon, Lobba, or Zapgun, and can ALSO take a Kill Kannon, if you're willing to sacrifice some troop capacity. It's EXPENSIVE points wise, but very Orky.
Tankbustas: Can't get much more shooty that squads of Orks loaded with nothing but Rokkit Launchas and Melta bombs. These guys are great for, as their name implies, busting tanks and are even good for harassing MEQs, as their weapon is just good enough to deny Marines their 3+ armor and their FNP should they somehow get it. Fairly cheap in points, they can be spammed in your Elite slot, as nothing really competes for it there.
Warbikes: I'd honestly recommend these over Shoota Boyz anyday, if you have the models for it. More durable, way faster, and pump out a lot of shots and are far more accurate due to twin linked, and the guns are slightly stronger. Combine a Warboss and you can even make the unit very choppy when it needs to be, and add a Painboy, and they become stupidly durable. The best Shooty AND Choppy unit.
Deffkopters: Like Warbikes, they are insanely fast, durable, and have accurate weapons. They can bring twin linked rokkits, which is recommended for tank hunting, or Twin Linked Big shootas if you really feel you need more anti infantry weapons. They can also bring S4 Ap5 large blast bombs that can be dropped via Bombing Run, making it a very accurate blast that can force a lot of saves, even on the more durable of infantry. A great, fairly cheap unit. Automatically Appended Next Post: As an add on, what makes it successful is finding a proper balance between shooty and choppy. Orks don't really have reliable odds to do JUST shooting. Sometimes, our Choppy is the best counter to something they have, and us exchanging bullets with them will lose us a game.

Well a lot depends on the local environment..
is forgeworld allowed?
How about stronghold assault?
How much terrain do you play with?
what types of missions do you usually play?
Whats the usual source limit for list construction?
To me these are the main factors, not just for orks but in general.

I would daresay orks are the most statistically reliable army in the entire 40K pantheon. Yes, they only hit on 5+, but you get to roll so many dice that you start to actually see a normal distribution.
What makes ork shooting successful is what they do best. Bring a lot of models to the table and roll a LOT of dice.

Arguably yes.
Except our best sources of Dakka always seem to have a highly variable dice roll attached to it. Almost to a point of not being able to depend on it.
Lootas are a great example, roll one dice and reduce your dice to 33% before you roll on BS2. One dice dictating your output in thirds before you even roll hurts.
Mek Gunz all seem to have weird quirks. can't depend on any direct fire weapons due to random strength and AP rolls. Except the humble kannon's single shot.
Sure it's orky, just still variable.

I am not arguing that ork units have a lot of random events to them, such as lootas. What I am saying is that a mob of 30 boys shooting 60 shoota shots is going to be a lot more reliable than 5 models shooting once at BS5.
***And by reliable, I mean you should expect 20 hits.

What makes it successful?
Most people have already mentioned the main things. One thing I haven't seen though is the ADL.
Grots are awesome, they're kept cheap and have better aim than Orks. Give them the Quad Gun and hope you're against skimmers + Fliers.
The ADL is good because it gives your orks a nice 4+ cover save. Although the Sky Pad seems pretty cool too as you get a nice invulnerable save, which orks really need. Although your line of right might not be too fantastic, you are on a raised platform. Might be something to investigate.
Otherwise for stationary:
-- 15 lootas.
-- 3 or 5 KMKs
-- 5 Lobbas
-- 2 CADs to bring more of the above
Movement units:
-- 2x 7 (ish) tankbusters + 3 Bomb Squigs in a Trukk
-- 15 tankbusters in a Rokkitwagon (battlewagon + 3 or 4 rokkits + Kannon + mek + rokkit)
-- 15 warbikers + Painboy Biker
-- Warboss on a Bike (tho he likes being in combat)
It should be noted that the more battlwagons you take, the fewer ranged units you can take.
I wouldn't go anywhere near Flash Gits. They're completely outclassed by the above units. Only take them if you're wanting the dedicated battlewagon transport.
I prefer ork shooty lists atm. As orks don't have fearless, we really struggle in combat against certain armies. Downside is that some armies are able to tear through us with ease.

I disagree with the flashgitz hate.
When you point cost them out their snazzguns are -6 points. They are still nobz in close combat with 4atks on the charge at str5 on 2 wound models, and that's after they shot 30 str5 shots at the unit. They are a great blend of random, but enough shots random means less, and followed with a charge, not many units are viable after. 50% of the time they are killing space Marines in 3s to wound with 10 hits. More if you take ammo runts for when you need those shots to hit, more if you take the formation giving them MasterCarafted snazzguns.
Also, how did no one mention grotzookas? Also good if you're a can kinda player. I only run kans against Orcs or guard. But they are fun.

I've found deffkoptas are pretty funny as insignificant harassers to larger units, firing off a couple rokkits into a land raider got me an immobilization on it and turned the tide of battle as it was intending to plunge some assault termies into my shootas.
Furthermore, with the new codex improving the blitza bommer, i expect to see more of these divebombing tanks around the place now. Give them a look, they seem pretty fun as well as a decent flyer to destroy things of value.

Over and above what's been said already, I'd say the key to an Ork shooting army is remembering that you can still dish it out in melee. Almost every army you face will require finishing off in close combat, and many of them will simply outclass you if you try to play the gunline game.

Isn't that the beauty of Shoota boys? You can torrent down people at range, but when you see a transport or something with a massive cover save, you can simply charge them and still dish out 3A at S4 per boy. Really great tactical flexibility.
Same goes for Bikes. Arguably the best anti infantry dakka in the book, they are still beasts in assault.

Always the reliable units for me. Deffcoptas, buggies and tankbustas are wonderful anti- tank, warbikes shoota boyz Dakkajets and Flash Gits for anti-infantry.
The key to ork shooting is forcing target priority. You hurtle at the enemy while laying down a withering hail of fire and threaten to do what orks do with your boyz and Gits-mop up in melee. If the enemy fires on those units, they're not only the hardest to kill thanks to Eavy armor and the transports you have em in, they're also the most expendable.
Just stay away from the super super random stuff like Lootas and bubblechukkas and the like. I like SaGs personally a lot and they're actually a little less random than you think, but it's up to you.

I think the backbone of an ork shooty list are shoota boyz.
They are very versatile, as has been pointed out. They can put out a large amount of shooting, and are still an assault threat. On the charge each one is S4 and 3 attacks, which for 7 points is pretty decent.
I think ork shooting ends with an assault eventually.
Bikes are also great. The thing often overlooked by them is their cost, and that they are twin linked. That they are twin linked makes them useful against flying units as well, as they are hitting ~30% of the time against flyers/FMC. With str5 they can threaten most air units in the game at least to the point where the other player hase to consider jinking to avoid being hurt.
Mek gunz are a great buy points wise (the opposite $ wise lol) and add a lot to ork gun lines. The basic lobba or kannon is only 18pts. That is dirt cheap for artillery.
I think most people have stated the obvious here, which should be restated, ork shooting ends with an ork assault.
