Small game, elves player fields only assassins. Assassins can't be the general. Who is the general?

As far as I can tell, even in End Times craziness one model has to be the General. So he would have to field one eligible model.

The book even states that a generic line trooper can be selected as General if you have nobody else to choose. Edit: Just looked it up in the book, Egregious is correct. The rule says if you have Lords/Heroes, one of them must be the General. It then calls out models that state that they can't be the General and states that if they are your only Lords/Heroes choices, a unit Champion MUST be the General and that if you have no Champions any other model must be made the General. So the order of Generalship elegibility in Archaon: 1. Lord/Hero without "Can't be General" rule 2. Unit Champion 3. Other model without "Can't be General" rule Even in the Archaon rules, you MUST field some model without that rule. In short, an army of purely Assassins(either DE or Skaven) is an illegitimate list.

So wait... let's say you make a regular line trooper your general. (You have no unit champs and no lords/heroes who can be your general.) Does that mean that since they're a regular Rank and File model, that Step Up keeps the alive against basically anything that doesn't target a specific model.
For instance, I make my list:
Vermin Lord
Vermin Lord
Assassin
Assassin
Slaves x rest of my points.
That my slave general has a ridiculous number of ablative wounds?

Technically, they all singled out the actual Rattacus at the same time .
