An 'off switch' for the throne makes sense, so does a 'commoragh-lite' switch for Terra.
You couldn't give it to the Custodes because they would never use it. If the Imperium was burning, and the only possible chance for survival was to shut down the throne and kill the Emperor..... they still wouldn't.
The only other faction in the 40k universe who are absolutely trustworthy (from Malcador and the Emperor's perspective) but pragmatic enough to actually push the apocalypse button when it needed to be pushed were the Knights.
Add this to the fact that the box came from Malcador. In order to give it to the Knights, he must have given it to Janus and co before Titan dropped into the warp - meaning before the siege of Terra. Which means he can't have known what the Imperium would look like after that battle - he can hope that the Loyalists won, but the only force he knew would be intact and battle-ready would, again, be the Grey Knights.

More than that - he couldn't be sure that moment Titan reemerges there still will be Terra , Imperium....and Golden Throne ( Of course unless it's all 'going according to plan' a la Leto's 'Golden Path' in Dune...)

I love this idea as well, other than the fact that as soon as the earth is moved, our gavity is stuffed and we all die anyway haha.

For those of you saying that the terminus decree can only be enacted on Titan here is some food for thought:
If the prophecy can be believed there will be a Grey Knight force in the Emperors presence during the final battle of the Imperium. Justicar Anval Thawn is fated to die at the feet of the Golden Throne. Could this have something to do with the terminus decree?!?!!?
I don't know im starting to connect a lot of dots
Terminus Decree->Final Battle->Perpetual Presence->Perpetual death for another->Possible Rebirth of Emperor?
-Sounds very similar to what John Grammaticus did for Vulkan

 Yes, it is probably a message identifying the Grey Knights as an Alpha Legion cell and contains orders to fulfill whatever the Alpha Legion's ultimate goal is.

Severing the warp would be really bad since it has no concept of time to sever the warp from the present would also sever it from the past and future thus actually undoing the imperium by removing their ability for FTL travel which fueled the initial expansion among other things in which the note wouldn't even exist anyway as the warp would have never existed.

except thats not the case at all. Terminus is actually the root word here. and basicly translates as "end" hence really all the name means is it's a contingancy for the end times, and it could be anything. a kill switch for the emperor, a recall order to the surviving primarchs, instructions to dance the Macarena and thus confuse the heck outta Abbaddon so someone else can kill him.

Except that if earth was moved into the web way it wouldn’t affect its mass, which dictates its gravity. If it didn’t take the moon, our tidal system would be messed up, but seeing how the oceans boiled away centuries ago, that won’t be a problem.

Except in this case Terminus (or terminal) means final or ending. It means a decree for the end of all things… and as previously stated the fluff identifies it as instructions for a task. I don’t think anyone really needs instructions on how to kill the government or any of the other options. Also if it was sealed away before titan vanished then it could very well be instructions for activating a reverse eye of terror situation where terra is pulled into the web way or the warp as a bubble of real space, like the eye of terror is in our galaxy. Mostly credit for this idea goes to a fan fiction about post emperor 40k that a guy, whose name I can’t remember, is writing in the fiction boards.
