With Forge World coming to GW stores as a rumor, that might not be as big of a problem anymore. What FW units are good?
Elite: Chaos Contemptor or Decimator
Heavy: Chaos Rapier Weapons Battery, Sicaran Battle Tank or Fire Raptor
Lord of War: Pick one, Chaos Typhon Heavy Siege Tank is pretty cheap (350p)

That's a pretty interesting idea, though expensive. Cypher + Huron + 3 Chosen units is already 620 without compulsory Troops or any upgrades for the Chosen.
At least one of your composory troops is a blob of CC cultists, to infiltrate forward and give you board control. 35 of them is 150 points. Another unit of 10 for backfield objective camping is 50 points, so 820 for a core of an army. Add some upgrades to the Chosen and some FA choices and you have a potent army that can be on top of an enemy on turn 1 and charging in turn 2.

Noise Marines aren't bad -- they're fearless and can take Blastmasters. I started a thread here on the tactics forum way back near the start of 6th about using them in an MSU manner (5 guys, 1 blast master), and I ran them for a bit when I had CSM. The long and short of it is, though, that an Ignores Cover Krak Missile Blast is still not all that amazing unless your meta is full of Marines or Tau Crisis Suits. If that's the case, then they're really good, but otherwise they're only okay. If you run a Slaanesh lord somehow, they'll be fine MSU objective holders. People keep talking about Slaanesh lords on Steeds, but I never see them in armies (probably because you have to convert one).
I don't go for the sonic salvo stuff because if you want salvo weapons you really want them on a relentless platform -- nobody takes grav-guns except on centurions or bikes, and grav-guns are significantly better than sonic weaponry.

Frontline scout sarges take combi-grav due to infiltrate + scout so that they're always in range of something turn one and can shoot this 3 shots.
CSM have access to infiltrate too but i don't think it's worth investing so many points in a turn one s4 alpha strike. Better off with mellee weapons imo.

What about spammy plasma, flamers, or melta? CSM can get a lot of special weapons with chosen and havocs.

I like the idea of a 4x special weapon Chosen Squad. I'm just not sure how to best deliver them. 4x Plasma in a Rhino is a huge "Kill Me" sign. CSM don't get drop pods. They do have the Dreadclaw if FW is allowed...

They can take 5 special weapons per squad, and a combi weapon if you really want. 6 Chosen can put out 12 plasma shots in one turn.
And the way you deliver them is to infiltrate them.

If you want to run a plasma chosen squad, they work best with infiltrate - when you get at least 2 on d3 - one for your main squad, second one for chosen. Also, consider crymson slaughter chosen with an upgrade to give them preferred enemy. Works wonders.
Another option is cypher formation chosen. They get infiltrate by default - no vehicles, though. I'd probably go for a few meltas and probably a power fist. But they're mostly there to add to target saturation to the rest of infiltrators / rushers. Could also outflank them if you feel it's gona be more benefical.

Never EVER overlook a squad of 10 noise marines.
2 blastmasters and the rest with sonic blasters.
Add the banner of Exess for FnP.
Lat game i played the elimated a full dev squad, a scout squad and a Librarian in the space of only a couple of turns.
