It's safe enough to say that most Pistol Upgrades are overcosted, and generally not worth taking. Whether it's taking Blast Pistols for a DE character (instead of Haywire Grenades), Plasma Pistols (period), or the Harlequin Pistols, the costs are effectively a pointsink. Dropping their costs by 5 points makes them "usable" rather than "wtf are you doing noob?"
Obviously this won't apply to those 5-point Relic Pistols that GW seems to have their pistols whipped out for.

I can’t speak for other codexes, but as a vanilla marine player, 10 points for grav/plas pistols would put them in the “sometimes” category. Which from a balance POV is where you want to be.

I'm inclined to agree. Never made sense to me why a pistol version of a weapon is the same cost as the full deal. It's especially stupid when you consider Inferno Pistols are MORE EXPENSIVE than a Melta-Gun which is an assault weapon anyway.
I get you gain +1A in the combat phase but whatever. Not worth.

Are you kidding me? CSM has marks that cost 3ppm and so many things arbitrarily point costed like a 12pt hml, 3ppm sonic blaster, 2 ppm ccw, alternative costing votlw from 1ppm to 2ppm.

I still dont get how there is a pistol in a fair few books with fleshbane, ap2 and sometimes extra abilities(like DE version) for 5 points and then they price plasma pistols at 15

Very cheap weapons are obviously an exception, though things like 12ppm is terrible.
10ppm is simpler, easier, and it's more affordable because special pistols just ain't very good.

There's one in the inquisitor book, and one in the DE that gives a bonus to power from pain for that turn if you do a wound

The 5-point pistols are relics/one per army. Those I mentioned as an exception to the proposed cost reduction.
In addition to the DE, the Guard and Harlequins also get 5-pt relic pistols.

I know they'd be exempted from the rule, I was just saying it was stupid they priced them like that compared to the 10pt neuro disrupted or the 15 point plasma/grav pistol. Especially the disrupted which is essentially the same except more points and misses out abilities like the DE one.

Yup always found it ridiculous that Zerkers could take 2 Plasma pistols for 15pts...
15pts for a wargear that you can put on a multi Wound model, okay, you will have a longer use of the freakin thing i get it.
But on 1 wound models?, fething stupid, specially considering that Meltaguns who are deadlier are only 10pts...
Yeah you get the extra A for the pistol, ok, but you have also a chance to fething burn yourself and die...

To quote Andy Chambers "Everything Counts In Large Amounts" If I remember right, a lot of these characters have a "one relic" restriction too, aka if you're taking Crescendo, you're not taking the Mask of Fear, etc.
At any rate, I think that this 5-point reduction on pistols sounds like a very agreeable proposed rule, like there's no real "nay" opinion to the contrary. And 5-pt disruptors would make Gunslingerquins an interesting variant, and encouraging variety is never a bad thing

I like the idea that if you use a pistol in close combat, you get to shoot it in close combat INSTEAD of getting +1A. These shots are resolved as attacks, so still need to hit based on the difference between your WS and your opponent's WS.

Well, it probably still won't get Kharn to use his plasma pistol, but it may make Dante's inferno pistol considerably more useful.
