Have you ever refused to play a game and if so, why?
I'm tempted to stop playing at my local GW as the only terrain that they usually have 1-6 pieces on the board, of which two actually blocks line of sight. Being a player that usually relies on cover saves (Nids, DE, possibly Orks soon) it gets tiresome walking into the rain of fire that is my usual opponents (gunline Tau, AM and Space Marines). They are all brilliant people and my friends, I just want something to help protect ma guys without resorting to the controversial Void Shield, if that makes sense

Didn't vote, as I haven't actually ever refused a game (well, that I can remember at least, dodgy memory), but I definitely would (politely) refuse a game against someone I'd had a bad experience against (or seen regularly being a bad sport against other people).
As for the terrain thing, my first point of call would be to suggest adding some more terrain - I'd be surprised if a GW store didn't have plenty of terrain, but I guess that's highly store-specific (they might not like people re-arranging the terrain for whatever reason). But yeah, if I was bringing my Orks and the table was as smooth as a billiard ball, and my opponent didn't like the suggestion of more terrain, then I'd take my army elsewhere.
Against unbeatable lists, I think I'd probably try at least one game against it. But if that was all the player ever used, I think I'd avoid a rematch.

THese are one of the first things my group crunched out to get some random drops for our table before we had a lot to fill it with. They take no time at all to make. You could make 10 pieces in an evening, and they're made of random hard cardboard and some polystyrene pieces we found lying around.

Yeah or as you said in you OP just find somewhere that does have terrain.
I wouldn't play bad cheese lists, if the player doesn't respect me enough to take a decent list, why would I want to play them? I would probably have one go against them and see how it goes, though that is about it.

The one and only time I've refused a game, was in a 40k league. I was actually doing pretty well that month, so had a chance at a prize. The player, was one running a mech-guard list, we're talking a list of 6 squads of vets in chimera. ((this is his downgrade from running them all in flyers))
Knowing from playing with him in the past, that I couldn't handle this level of cheese. ((I was still pretty new to the game, with my list made mostly of two dark angel sides of Dark Vengeance)) I turned the game down.

I generally ask any player for a rematch, but I've dropped asking some for rematches due them being annoying to play against. This can be due to cheesy lists or just being incredibly slow (not due to rules).

I do have reasons to not want to play certain armies, but the rules of the game do not have an option to refuse a game. I did on the other hand more then a few times conceded games.

Rules don't tell you to breathe either. We can make some choices on our own without it being written down.
I've never had to refuse a game but I have no problem with it if I can't reasonably play against the army I'm facing.

Rules don't tell you to breathe either. We can make some choices on our own without it being written down.
Only breathing is not part of the game rules. You can play w40k without it, using vassal for example.
on the other hand my store has a rule that if you behave too loud you can get thrown out. I can imagine that if someone with a high standing with the store owner realy realy wanted to win, he could throw out someone and win the game claiming the breath too loud.

Against Eldar serpent lists when I've got my TSons I have refused games on the basis that I'm not going to have any fun and unless they're looking for an ego stroking exercise, neither are they. The same will happen with scatbike heavy lists with the new Eldar 'dex.
I see no reason to "play" a game of unpacking and repacking models while my opponent rolls dice to tell me what portion of my army survives until turn 2 or 3.

I have, but can't remember every game but I remember some of them.
One was against nothing but drop pod blood angels.
The player wasn't the issue but with my Tank guard I knew exactly what was going to happen and how it would end. Pods would come in, guys pop out, kill my tanks and guys, gg.
I just thought it wasn't worth it. (I was painting at the moment too, I wanted to get some progress on the model)

the only time I don't play (and this is with all games as 40K is not my primary), is if I have played the guy before and just had a horrible experience. And to be frank, this is NEVER due to the type of army a person plays, just the person himself. I would gladly play any army, no matter how "cheesy" (that you think it is...being subjective and all). I may get stomped, but I'll still aim to have fun and try a few wild unexpected things, and more importantly...learn something about the game. If my opponent is a decent enough guy, I'd play him again vs a cheesefest, maybe tailor my army differently to see how it fares.
I have found all this "ban Eldar", "I won't play vs this, this, this and that" as being rather childish really. I wasn't aware that an opponent who has spent money on his army had to build a list that you want him to build.

I was tempted to refuse a game last week, as this would have been only my 2nd game of 7th Edition, and my first against Knights (he had two in his 1500 list). I didn't turn it down, as I wanted the experience, and won eventually.
Perhaps I would have turned him down in the past but I guess in some cases it's better to lose and get the experience than give up before you even start.

Other person being a complete prick, other then that, no. Mostly I play with a group of people I know, and we play fairly casually. We have rule disputes, and house rules, but none of us care so much about winning that we are willing to ruin the fun for the others.

The only time I have ever refused a game, it was because my opponent was someone that I had bad experiences with (he was a prick). That night, they decided going unbound and taking a superheavy tank with a small squad of terminators to a 750 point game was a fun idea.
I do not regret walking away and watching other people play for the night.

Most of the terrain at my local store is kinda meh and/or dilapidated. I've recently starting investing into terrain off of Ebay, as well as picked up a FAT mat. My games have been a ton more fun because of it.
However, I don't think I've downright refused a game before, now that I think about it. I wouldn't hesitate to if the other person was known as being "that guy" or was fielding stuff I didn't want to fight, I'd gladly decline.

I think I've refused one game in the whole time ive been playing and it was only because the person I was meant to play is well know for arguing every decision and interpretation of the rule and I just didn't feel like it that day!
But generally unless I know its someone who cheats badly I wouldn't refuse to play anyone.

I pretty much refused to play against Grey Knights in 5th... but then, my first few games against GK lists back then involved me going second, 3-4 Warp Quake tests, and being left with all of at best a roughly 8" area to deploy half a 1500+ pts Daemon army.
There was pretty much no reason to even pull out a Daemon army against that codex, unless you brought a Fatecrusher/Fatefiend list that filled out it's Troops tax with 3-4+ min/maxed Horror squads w/Bolt.
There was also one guy at the local GW store that after my first 3 games against him, I'd simply politely refuse to ever play against again... Not only was he the world's slowest player, but he would be constantly fudging his moves, but every single time he'd make any kind of action - whether shooting or assault, he'd constantly be asking what he'd need to hit/wound vs. my Guardsmen.
This wasn't a new player either. A single turn for his 1000pts Tau would drag on for about 30-40min! His Space Wolves would take even longer as there was an Assault phase to throw in as well!
Now, granted I'm well known for having; a) The worst luck in world when it comes to rolling dice. b) I tend to only build fluffy armies that don't give a damn about being 'Tournament' competitive.
Hence, it would get even worse when this guy would question my reasoning for example for running a pure Drop Guard infantry list w/Sentinels. (4th ed Doctrines FTW!) I'd try and tell him, "dude, I'm not building a tourney list, I really enjoy my theme and raining guardsmen across the table." Only to be hounded for the next hour or so about how Guard *should* be all about tanks with a few infantry hiding behind them and that I was playing my army wrong...

A good store will have a variety of different terragn to use which will also include pieces that block LOS.
Something you could do is talk with the other players and together speak with the store owner about adding to their collection.
Another thing you could do is as was suggested and donate pieces. if you dont have time to do professional pieces, just bring what you can and if no one else likes it, then they can try to "outdo" you.
There are many different ways to make LOS blocking pieces that are even easier than the one already shown.
Yet another is instead of gaming one evening, set up a workshop where several of you can sit together and make some.

I've only refused a game to somebodies face once. But that had to do with him cheating and being a irritatingly man baby.
Outside of that I simply just don't offer to play certain people. Which is easy if you observe a new group first and don't befriend TFG.
