In the Warp yes. Not in the physical universe. In the Warp, Slaanesh may have always existed, but that does not change the fact that he was born only in M30. By the laws of the physical universe, he can not possibly have existed or influenced it before that time.
Whatever the Ordo Chronos does is unknown. Also, they have all disappeared, so there is no more Ordo Chronos.

40K is so huge you can fit pretty much fit any fantasy setting in it into it . For example Game Of Thrones is just some planet in the 40k galaxy, theory the Lanisters and Starks were just human followers of the space wolves and dark angels. Dragon age could follow this same idea, the fade is just the warp. However crazy forced conspiracies aside there is a great deal of proof that fantasy is a world in the 40k galaxy. The definitive proof comes in two events. First when the Skaven looted the Lizard men's cities they came across a device that was essentially a communication relay that they used to speak with Eldar. Secondly Kaldor Draigo is popping up randomly saving the day. So yup it's official kinda, my theory is that Archaon didn't blow up the world, some inquisitor just came by saw what was happening and said "Dayum there's a lot heresy, orks, xenos down there, good thing I got here before they discovered space travel"

Yes, but only if it can break through to the physical world. Something in the Warp can not influence the physical world on its own. Look at the Chaos Gods, for example. They need worshippers and mortal servants in the physical universe, otherwise they could not influence it at all. Same with deamons, they need to be summoned using physical objects, or they must possess a physical body to be able to influence the physical universe. The Warp can only influence the physical universe directly once a Warp gate opens, which again has to be done by something in the physical universe. Also, please keep the Warp away from my cookies, I rather like cookies. Especially biscuits. Nice biscuits.
