So can anyone tell me why the Ravenwing detachment has 3 HQ slots which must be filled by units with the Ravenwing special thus meaning you can only ever take 1 (either Sammael or Sableclaw).

While an FAQ will be nice, the writing of the detachment with the rerollable warlord traits shows their intent. It's just sad how terrible their editors are when within 5 minutes of the codex leaking online, the blunder was discovered.
As it stands outside Sammy/Sabelclaw, 4 HQ choices:
the I-Chaplain, the Chaplain, the Techmarine, and the Librarian can take a SM Bike. I'm playing in a tournament today and our local organizers have already stated that purchasing a Bike will automatically confer the Ravenwing special rule to said HQ choices in addition to their other special rules, including Deathwing. Really a simple fix before an FAQ drops (if it ever does).
If any local meta doesn't allow something similar for competitive play, I would run and hide.

Well, in the formation it says if your warlord is chosen from said ravenwing formation, he gets to reroll his warlord trait. The problem is Sammael and Sableclaw (the only ravenwing HQ's) are unique characters and already come with a warlord trait that you don't roll for.
What the rule implies is that they meant to give the ravenwing special rule to HQ's on Space Marine Bikes. Thus allowing you to roll and reroll for the warlord traits, and also allow you to have 3 ravening HQ's.

Because Sammael allready has a Warlord trait that can't be changed in anyway.
The detachement rules says that your Warlord can reroll his warlord trait.
So if Sammael cannot reroll his warlord trait, because he is a Special IC, then why add this rule in?
This plus the extra 2 HQ slots you can have is a clear clue that it was intendent in a way or another to give Ravenwing special rule to others HQ.
personnaly HIWPI, when an opponent wants to field a ravenwing, buy the bike, the guy has ravenwing, simple.

Your Warlord can be any character. It doesn't have to be your HQ.
Just out of curiosity, did they fix the problem with Sableclaw?

The other possibility is, that GW plans to add to the Ravenwing in a later White Dwarf or supplement that is not in the codex.
So maybe it is way that is intended.

Agies Grimm:The "Learn to play, bro" mentality is mostly just a way for someone to try to shame you by implying that their metaphorical nerd-wiener is bigger than yours. Which, ironically, I think nerds do even more vehemently than jocks.
Everything is made up and the points don't matter. 40K or Who's Line is it Anyway?

My local gw has alredy house ruled that giving an hq a bike confers the ravenwing rule.
I imagine most TOs will do the same

Yes an character can be your Warlord. Hence the Warlord trait example given is meaningless. However the 3 HQs is a clear sign of intent for other characters to be able to join.

Whilst I agree that characters on bikes should be able to get the ravenwing special rule I don't agree that they should just be given it.
The rule gives quite good in game benefits (reroll jink for instance) thus it shouldn't be included with the basic cost of a bike. I'd happily allow opponents to have the rule as long as they were happy to play a few points for it. How many do people think would be appropriate? 5, 10...

No extra points.
White Scars biker characters don't pay extra for the rules granted by their Chapter Tactics, why should Dark Angels?

0 points. Every army gets inherent bonuses. It's not a major bonus since it is unlikely that you will see a character not fielded in a unit.

I think it would be more appropriate to compare what an HQ pays to gain the deathwing rule. Although that's assuming they gain it from buying terminator armour. I don't have the codex so I have no idea if that even applies.

no, Chaplains do not (but Interrogator chaplains do). Sammael has it by default only (specifically Fearless and Hatred ( CSM).

No one can pay for it, and you shouldn't have to. The likely intent was to give HQ characters that have the options to ride bikes the ravenwing special rule at the points they already listed in the codex for the bike.
The two local FLGS's I play at already stated that putting an HQ on a bike makes them ravenwing, and I played a tournament on Saturday as such. Not a single player had an issue and if someone ever would, I just wouldn't play them because the intent is so clear.
A pal of mine that lives in Friso, TX went to his local GW and they are also following the same rule there. No added points or anything.

No, characters do not pay for it in the sense that it's an option or unlocked by taking TDA. They have it as a default (except for techmarines and chaplains who can't have TDA).

deathwing is inherent. you have the rule and can thus gain the armor, not the other way around. terminator means deathwing but deathwing doesnt always mean terminator.
