Working on it

I'm stuck between, CSM and SM.
I need a chapter/legion with a lot of toys and options,
But (this is the tricky part) , I need my units to look the exact same armour wise. (I.e. all tac marines, all assault marines, all termies )

if you want all your troops to look the same, go with space marines. choas marines all tend to have some variation cause well.. chaos is chaotic.

If you're going for a very regimented look and feel I'd go with standard Codex Space Marnes, and would suggest one of the more codex chapters. Ultramarines perhaps?

I was looking at iron hands maybe?
I play Necrons and they have the metal soldier feel.
Are they regimented?

The Loyalist codex is far superior.

Everything is made up and the points don't matter. 40K or Who's Line is it Anyway?

You can play Marines with double Demi Company for Gladius formation to unlock 350 free points. You can get Centaur with grav spam with white scar bike grav spams.

I play chaos and there is no way for me to convince you to play chaos space marines. I want to sell you my army but it is not competitive.

Starting off as a Loyalist Space Marine is better for a newbie like you. But if you are generous and daring enough to play wh40k at extreme difficulty then chose my army of chaos.

Go Iron Hands- their custom chapter master is absolutely brutal (Chapter Master Smashfether) and the IWD save is pretty awesome across the army. Although I'd also recommend the Black Templars from what I've heard about their new rules (just sacrifice a Neophyte to get a buff). Or if you want to ditch the codex altogether, go Dark Angels.

Emperor's Children are great because you can bring along noise marines, plus they're pink! I have no idea how viable they are but they look cool.

Vanished Completely

Noise marines are very beautiful on the field, if given their signature weapons:
Sonic Blasters pump out more shots then bolters ever will
Blast Masters are what Krak missiles wish they could grow up to be
Even Good old Salamanders can't produce a flamer half as good as the Doom Siren
Best of all, Ignore Cover on all of it....

Oh, and the Noise Dreadnought is up-to-date... I love you noise dread, I'm sure we can still have babies together!

How about Iron Warriors? You could use daemon engines and maybe mark of nurgle count as cybernetics.

I would mention that there IS an option for uniform-looking Chaos Marines. Specifically every member of the Alpha Legion looks like their Primarch, Alpharius. Catch is, it sounds like they're not well-supported on the tabletop.

Horus Heresy should be mentioned here. If I wanted to do a Legion Army, I'd personally go after rules that are built to support a Legion-style army, and those are to be found in the Horus Heresy books, as opposed to the Chaos Space Marine Codex, which is more of a "warband" codex than a "Legion" codex....and I think every traitor legion except Thousand Sons has HH rules at this point. Of course, it also needs to be mentioned that if you built an HH army, you might run into 40k players who don't want to play against it, because technically they are two different games.

If you wanted to do up a Chaos Space Marine Codex-based army with more uniform infantry models, the CSM models are designed to be chaos-y and different from one another, so you might consider using C:CSM rules, and vanilla Space Marine models for your infantry models.

Iron warriors or alpha legion for chaos fit your idea

Iron Hands are logical and machine like but they aren't regimental, quite the opposite they all have differing levels of cybernetica

I'd maybe say there aren't really any loyalists that don't have pretty strong streaks of individuality, maybe something like Imperial fists would have a bit of that feeling

It all comes down to if you want interesting rules and if you want to win games.

If you want Chapter Tactics and interesting rules and formations, go Space Marines.

If you want to win games, go Space Marines.

If you like the look of Chaos specifically and want to paint them, then buy Chaos models and proxy them as Space Marines.

It is and probably will be for the forseeable future.

I think you want to chose codex and theme separately.

You can use loyalist codex and CSM models
or you can use the CSM codex and loyalist models.

If you want to play Alpha Legion for example, I could see you using the CSM codex with nearly identical looking Loyalist models.
If you want to play a renegade chapter or say Iron Warriors. You might do better with CSM models but loyalist codex.
