Actually, I'd agree with Wes - Ciaphas Cain is absolutely the Chuck Norris of 40k.

He's a good fighter whose skills are completely blown out of proportion by memetic mutation.

He's a funny guy people like to be around whose charisma is completely blown out of proportion by memetic mutation.

He's a figurehead hero whose fame has been completely blown out of proportion by memetic mutation.

I agree with this... Cain is like Chuck Norris if Chuck Norris wasn't a dumbass who believed his own hype.

I'm guessing Leman Russ is the Steven Seagal of 40k, Cypher is Clint Eastwood and Draigo is the Rock. 40K is sadly lacking a Wesley Snipes.
