My understanding is that industrial accidents are quite common in China. They're just not always so... spectacular? Kind of like when there's a huge Earth Quake and then the news starts reporting every Earth Quake.

Ha yeah no. In m job I'm glad OSHA and the DOT are the hounds they are. Because I tell ya my company couldn't give less of a pooh about it's workers safety as long as the shipments keep going out the door. God only knows how bad it would get if there were no rules and regulations

A lot of companies short change themselves when they skimp on safety. Alcoa drove it's method improvements on safety. If there was an incident or near miss in any of it's factories, the CEO wanted notification within 24 hours. There was a minor incident that went unreported and he had the president of that company, who other wise was returning great profits, immediately replaced.
It seems the more a company focuses on safety, the more they are able to develop systems of problem solving in how to close the gaps gaps they find in their systems. A really good book I reccomend to anyone interested in manufacturing is "The High Velocity Edge". Chapter four talks about the very short synopsis I just gave.
Develop your problem solvers on the floor and you put yourself in the position of a Chess player who can make five moves to his opponents one as far as product and systems improvement go.
A good friend of mine made several trips to China as an industrial consultant. He told me of one trip he made where instinctively he picked a spike off the ground so a truck wouldn't drive over it or some one step on it and be injured. When his tour guide noticed him doing it, he asked him why he picked it up. After the reason was explained, the guide called a circle of the other factory personnel there and gave a 15 minute lecture on the subject because of the "WOW" factor it held for them.

I work in safety, and it is definitely something that company or factory has a culture of, either good or bad.
The way to industrial safety is to not allow exceptions or 'oh it is no big deal' to ever come into the conversation as far as safety. By showing that we take the small stuff this seriously, it spreads the actions and mindset of safety into everything the company does.

ISafety runs throughout a good 5S condition.
