So, I have literally boxes of chaos space marines, and after building a few, I realized I need another 5 man tactical squad, so I was thinking of converting them to Loyalist (well, my chapter are tau supporters, so KINDA loyalist) marines. I have plenty of bolt pistols from the Vanguard Veterans squad, and lots of shoulder pads and helmets. What should I do?

No reason you can't assemble CSM using some Loyalist bits - fluff-wise, they've looted armour and weapons from dead Loyalists, either due to lack of supplies or to mock their Loyalist enemies. You may wish to 'defile' the Loyalist bits, e.g. by gouging scars over Loyalist icons or overpainting with chaos symbols.

He wants the opposite - ie building loyalists out of CSM. Much harder!

Use an exacto knife to peel off all the codpieces, eight-pointed stars, and horns, file up where needed, and just assemble. The Chaos Space Marine box includes components for Mk4 and Mk5 Power Armor and with the removal of the fins Khornate berzerker helmets are just stock-standard Mk2 hats.

If you use a scalpel to cut the arrows/spike and rivets of all the trim, leaving the simplified edging trim and use simple heads and backpacks the trim can look really good on the marines painted up all fancy like!
