@OP, I think a better question to ask would be if Cheney was a good President.

Anyways, the Bush administration gave us the most recent adventure in Iraq, and the world is a much less safe place because of it. On the administrations watch we had a deep, deep recession.

On these two points alone, his administration is a failure.

What happened went far beyond just one guy at the top being incompetent. You can't just say it all went wrong because Bush picked one guy who had no experience. It was because of much larger problems with multiple organizations, not just FEMA.

But in any case, if it was a problem with multiple federal organizations, they all had one thing in common...they were run by the Bush administration.

I agree that the affected state government were also to blame for the horrid response. I have heretofore only been talking about the horrid federal response, since we are talking about the Bush admin.

The FEMA response was horrible, and he, even if he did nothing directly, is the one ultimately responsible for the agencies under him. Just because it's not your "fault" doesn't mean it's not your responsibility. I don't blame him for what happend, the response or the hurricane (which, of course, was caused by The Gays ), but the responsibility rests at his cowboy boots.

I think FEMA's terrible response was partly because there was terrible communication with the state and local organizations, and the whole thing snowballed. On top of it being a pretty bad disaster relative to other similar events. I don't think even a good manager would have saved it.

Katrina issues almost entirely revolve around state/local government and the people that actually live in the affected areas.

One only needs to look at the difference between the aftermath of Ike and Katrina to see that.
