Truth be told, I never said, explicitly or implicitly, exactly which Legion they hailed from so it would be nice to see what you guys thought they hailed from... You know... because I need to determine how they actually operate in the field.

I never normally like to speculate on Chapter origins, but I'll give this my best shot. Note that I'm considerable biased against traitor Legions forming the basis of the New Order. As Third Founders, it's unlikely the HLOT would use traitor gene-seed so soon after the Heresy, and many Loyalists were heavily depleted still from the fighting. This influenced my judgement heavily.
Note that geneseed does not necessarily dictate combat style. I've accounted for genetic heritage and defects mostly, with other innate traits being secondary concerns.

Spoiler:
Dark Angels - Doubtful. Despite having stable gene-seed and the whole secrecy thing, Dark Angel Chapters, especially ones in the early Foundings, would identify as Unforgiven. The Arbiters never identified as this, and their hatred of Chaos would make Ryus' relationship with Suoy'lynne (?) unlikely.

Emperor's Children - Possible. It was a Slaaneshi daemon in the first place, and they certainly did have a strong initial emphasis on purity/perfection. However, idealologies don't necessarily transfer over gene-seed, so this is a little tenuous.

Iron Warriors - Similar to the SoH. I don't see any particular traits of IW forces. No stubbornness, no siege aptitude, and no fast maturing geneseed.

White Scars - Possibly. Similar ethnic group (ish), emphasis on speed. Presence of divining Librarians and minor sorcery. Perfection is still an element in typical Scars doctrine, and the Scars themselves had a minor purging of their own ranks during the Heresy. It's certainly possible that one such traitor lingered on, founded the New Order in the Third Founding, and introduced Suoy'lynne at the Chapter's conception to corrupt every Chapter Master in his wake. This is my second favourite conclusion.

Space Wolves - No.

Imperial Fists - The lack of the IF Sus-an Membrane compared to the Arbiters' overactive one makes this unlikely.

Night Lords - The amount of prophetic psykers is a good element of support, but they seem too disciplined. Probably not.

Blood Angels - Possible, but seeing as the lack of a Red Thirst/Black Rage on the Arbiters makes this unlikely. I'd say not.

Iron Hands - Possible, but after the Horus Heresy, there certainly wouldn't be many Iron Hands - having these guys as a Third Founding is possible, but I wouldn't say the chances are high. Also, the presence of human warriors in close conjunction would run counter to typical IH doctrine (unless these guys deviate) and the presence of a Slaaneshi daemon.

World Eaters - The lack of a heightened aggression makes this unlikely.

Ultramarines - The most likely. Ultramarines count for the majority of all Chapters in the universe, and as I mentioned before, gene-seed doesn't dictate combat style. Look at the Mortifactors - they deviate from the Codex in many ways and are rather barbaric, yet they are still scions of Guilliman. This is usually the best to default to.

Death Guard - No seeming sign of unnatural resilience on the Arbiters blows this theory away.

Thousand Sons - There doesn't seem to be an abnormal amount of Librarians and I see no real sign of gene-seed degradation, although the secrecy and knowledge of sorcerous powers lends some strength - still probably not.

Luna Wolves - Possible, but I don't see many SoH traits. No preference of close combat, no savagery. Not the Wolves.

Word Bearers - Sorcerous presence. Cavorting with daemons. Emphasis on TRUTH. Possible, but I see no real sign of gene-seed degradation, nor Emperor-worship.

Salamanders - There are very few Salamanders descendants, and especially so early on a Founding, there wouldn't be a lot of Salamanders to form another Founding.

Raven Guard - The Raven Guard descendants tend to have very pale skin, affecting their melachromic organs. You described the Arbiters as having darker skin, so unless the gene-seed reversed, I find this unlikely.

Alpha Legion - Alpha Legion could be anyone. Always possible, but very Mary Sue if so. I'd say not.


TL;DR - Ultramarines or White Scars

In terms of savagery, when I get a chance to play the NO/AoT on the table top, they are stupidly close-combat happy. Played one game and had 20 tactical marines bum rush Assault Terminators to contest an objective.
