No, it's that I can't use a Webway gate to go into a besieged city and ignore the army outside. If I want to enter a besieged city I have to fight my way in now. I can use Webway gates to get from one place to another; however.

Well, if the GMs say so.

Basically, I could deploy troops in a clear area, but if I wanted to deploy within Hive Cogger's walls for example, I would be unable to unless I assaulted through the besieging force.

As far as Night Scythes go I could technically drop a force using one Night Scythe and some time (To turn and make further runs over the drop area).

But I'm not going to abuse this, but I will use it for moving HQ's around

Well Garathal needs to enter Cogger and he brought a few squads with him. I asked Blackjack for a roll and he said i entered the hive undetected, no fighting with the Imperial's required. I just think the rule is too general, under certain circumstances I believe a force could enter a besieged location and this rule wouldn't accomadate for that.

Cool cool. More bonemen to fight somehow. At least my Wyrms could at least take one hit. But I doubt they would willingly engage the machines. Probably see if WK or the Navy would be willing to do bombing runs.

Everyone's talking about needing to roll to get into besieged places, while I just flew into Cogger, the most besieged place in this system right now, without doing so

I didnt notice that. This whole rolling for beseiged is because of Cogger. Like I asked Kharne. I would say let Blackjack know and roll. I do have limited Anti air. And spotting you at least will change a few lines of my narrative.

Ezra already stole half of my Valkyries when I wasn't looking. Keep a close eye on him.

Also for the Hive Cogger situation: Minor Victory. 2 Destroyed, some damaged (Not beyond repair)

We'll just say that Grulahk was contacted to meet and decided to show up with some extra forces (The ones flying in)

So what I sent was:

-Oppressor Flight: 1 Night Scythe, 3 Doom Scythes (1 destroyed)
-Oppressor Flight: 1 Night Scythe, 3 Doom Scythes (1 destroyed)
-4 Night Scythes: 30 Warriors, 20 Immortals, Grulahk

Is everyone alright with this?
