Well, seeing as we don't really know the fates of Alph/Om, and their possible role in the creation of the GK, I'm not sure we can really put them forward, seeing as we don't know what happens to them.
A character of such immense influence would not be allowed to live, not even with every Chapter at his back.

Goge Vandire did, and was stopped by Chapters and traitors from within. What possible traitor could threaten Guilliman? This is someone who could fight Angron to a standstill, and no Custodes (the only possible threat to a Primarch) would oppose a loyal Primarch.
Sebastian Thor is such a figure and created the Ecclesiarchy. He lived.
Saint Basilius had the power to condemn thirty Chapters to the Warp. He was only deposed when the Marines came back.
Macharius commanded a MASSIVE amount of the Imperial military on the Segmentum Pacificus.
Guilliman, a living Primarch and revered Saint, would be easily able to take power.
The schisms created in his wake would be unimaginable. The conflicts of interest could very well result in dozens, if not hundreds of successions taking place one after the other after each statement, new doctrine, rewritten policies...

Only if Guilliman loses control. This is a person who systematically conquered Macragge and both integrated a tribal colony and restructured the political system on Macragge before he was a man. If he keeps control, there will be no schisms or successions. Guilliman was an expert on appeasement and diplomacy.
And the Imperial Cult, now there's another disaster in the making. His power moves against so many organizations wouldn't end well. Such a powerful institution would be quick to proclaim Guilliman a fraud, anything to subvert him. That's the beating heart and soul of corruption and influence that's sewn into the minds of almost every Imperial. Few know the origins of the Primarchs as it would be heretical to even contemplate that the Emperor's very children dare attempt usurping him.

Except the Primarchs are revered in Imperial lore as the Emperor's brave sons. Hell, Sanguinus has notChristmas in the 40k universe. Guilliman's stasis field is a holy site. Even if the Ecclesiarchy backpedals, the general populace will still see him as the Emperor's son - the son of the Emperor who they worship. A few words form Guilliman about the corrupt and decadent Priesthood, and the people will be in his lap.
Yes, I'm not going to argue that Alpharius and Omegon wouldn't have the skills needed for such grand political feats, if anything they'd set the stage for such feats to transpire. The cleaner and fragmented Imperium could and would be pieced back together just not by them. They're so intertwined in these webs of corruption that they alone could find such purest individuals who wouldn't step into such webs... Unless needed. Honestly, it'd probably be an entire century before the stage was set but in the aftermath, a whole new Imperium would rise cleaner and purer than the previous.

If it could rise again. By the twins "cleansing" the Imperium, they would leave it open to attack from the myriads of threats the Imperium resists against. They would make it pure - pure for the slaughter.

Again, the twins were not builders. They burrowed into the weak points of their targets, and brought the whole things down. It wasn't quick, it wasn't clean, but it was precise. Precision isn't needed. Growth is.
To me, Guilliman is the gamble while Alpharius.Omegon are the long term guarantee.

How? I'd say it's the opposite: the twins might usher in a new Imperium, if it's not crippled and destroyed, and will be unable to lead it.
Guilliman will rebuild it, even if he has to destroy anyone who stands in his way. What he leaves will be ruled fairly, strongly, and efficiently.

Because you're stealing my job, Kharne. The kroot are supposed to eat people, marines are there to steal the glory of all of the regiments we have lying around. Well, the tyranids are supposed to eat everything, but we don't talk about them because no one wants to bring up the fact that there are tyranids on the main land and no one knows about them besides orks.

And I've already got you covered Smudge. Just gave the intro on the last page.

Spoiler:
Actually, there ARE very few Tau in New Pavus, five, three of which are in Stealth Suits which, unless opened from the inside, will detonate, leaving no trace of the Tau pilot. The other two are hidden amongst the humans, and are disguised just like them.

In fact, the only people actually aware of the Tau are Nassau, O'Connell, the Tau themselves, and the mercenaries, who cannot be trusted.

I'd say Tau are good at being a thorn in the backside. And giving firework shows with plasma. Very, very big firework shows.

And I'm really counting on that check, Smudge. Like the kroot, the payment is what keeps me going. Then again, payment for kroot is normally food, so it really does keep them going, or they'll starve.

Not even the Tillers themselves know it's Tau modified.
They may have fought Tau before, but who's to say this isn't just an amped up lasgun? Or even that the Tau gave it to them? They may have stolen the tech, much like how the Imperials at AHC-02 stole Tau modified weapons. It might be Tau-related, but nothing points at Sunstrike's involvement.

The Governor is not the brightest bean in the pod.

To be fair, he does need to have a zero tolerance policy, to appease the Astartes. If everyone knew he'd authorized a ceasefire with them, he'd look very bad. He can't announce the Tau presence without needing to mobilise against them, and if he engages the Tau, he diverts his power against a competent enemy who could easily strike back.

Even as it is, and the Scions *are* aware of Tau tech, who's to say it belongs or is related to Sunstrike? It may have been stolen, randomly crafted, or taken from another Tau force. Say, another Tau force allied to the Necrons?

Not makin' any implications if that's what you're thinkin'...

@CKO PM those to the respective GM, and give him a number rather than rolling one. He/She/It/Unicorn will roll for it and decide respectively with what they rolled.

IE. If it's on Crion, PM Chazz, if it's anywhere else that isn't the Space Elevator thing, PM TS.

P.S. If there's someone there already, the GM will tell you.

Well, Eynov *used* to be occupied by the Inquisition forces, but they seem to have moved camp. I think Eynov should be open. Just PM chazz to be sure. You won't have to roll to deploy, but if you want to do something alongside it, like scout out, or attack a local herd of grox, you will need to roll.

Regarding the size of your force, you could easily make it bigger. My own force consists of:
Contingent Headquarters

3 Optimised Stealth Cadres
3 Air Caste Support Cadres
1 Heavy Retribution Cadre
2 Ranged Support Cadres
3 Orca Shoals
3 Manta Gunships
