Well, I'd say at this point, there should be roughly as many Imperials in New Pavus as Tillers, except the Imperials have better training generally, but lower morale (at least on the PDF), but the Tillers have less discipline but better guns.
The PDF would be depleted, due to the various skirmishes and the initial siege, the Scions incapable of defending with so few numbers, so your Guardsmen are really the main bulk of the force, bringing it level.

I think that would be fair, as smudge said your guys will be the backbone/ bulk of the imperium's forces there so it would make sense that you guys are garrisoned inside New Pavus

I asked because I'm still an airborne regiment and the biggest airborne clusterfeth is going on above the city. I'd like to have my guys be in the city proper so if I lose a bunch of Valkyries/Vendettas I still have a force
