Additionally on that, what do we do about the factions of inactive members? Are their forces removed from the zone, or do they stay in their area indefinitely. Do they defend their own regions? Can they be interacted with in terms of negotiation, and how so? Are they just counted as NPCs now?

The respective GM takes over if they are attacked but as for negotiations im not sure. A PM to the respective writer might be your best bet and hope they respond.

Do not interact with the AFK people's factions. I have PM'd everyone who I felt might become inactive or were already inactive in the Crusade to see where they were and if they were continuing. So far Robin5t, Buttery Commissar and Jhe90 have messaged me back and are considering coming back. Vanden is probably going to drop out though, as he told me via PM. If the rest of the people I have PM'd do not respond by the end of the week, I will consider their factions nonexistent until they come back.
