I've been out of things a while but getting back into things for New Year, now I'm at uni, have an income and the local GW isn't a 1 man store size trying to be a 5 man store, with open gaming to boot. However I need to get the latest rules and Space Marines codex to participate in the two upcoming events. I'm able to pay GW retail prices, but more money spent on 40k means less on booze and kebabs, so I'm trying to find cheaper alternatives. Would anyone be able to send me to a retailer/amazon/ebay store for these? I'd prefer to spend around £25 on the Codex (35 retail) and for the rulebook I'm looking the small book that comes with DV or the larger book on its own, looking to spend around 30, maybe cheaper. Alternatively I could go for the full rulebook but 40 would be my limit.

Alternatively if anyone has these items for sale I have paypal and would be interested if you have a copy of either for the right price

GW just released gamer’s editions digitally, with just the rules, for less then the full codex. Might be an option.

You might want to check BlackLibrary.com. They have eBook (for basically any computer or tablet) and Gamer's Edition (for iOS devices only) versions which are both cheaper than the physical books. The eBook versions are the cheapest and range from 15 GBP for a small Codex (AdMech style) to 30 GBP for the largest (Space Marines). They also have core rulebooks. You can probably find physical copies on eBay in your price range if you'd rather go that route.

Unfortunately digital isn't a good idea as I'll be upgrading my phone in the next few months and don't know how an epub version would interact, a gamer's edition is out of the question as well unfortunately but thank you for the information.

Cant see much out there hitting your exact requirement.

Best I have seen is 4TK which is a store a lot of people at our local club buy from.

http://www.4tk.co.uk/store/

Came up as £70.50 entering in a Belfast postcode. (This is for a Hardback rulebook and the Marine Codex)

I do warn you however that 4tk's website is a nightmare to navigate, but I generally forgive that for the reasonable discount and great customer service.

If you really wanted the smaller rulebook I would honestly just buy the box set, but you can buy them separately on ebay for £25 to £30 (which to me is an outrageous price considering Dark Vengeance retails at £65)

That looks like the cheapest option thus far for the codex in physical form, rulebookwise not too fussed. 20% is still massive, don't get me wrong, but I'll try ebay as well for small book.
I've been tempted to go for the DV set but I already bought a set and own the Chaos side, and have no use for any of the DA side bar the Librarian, maybe the bikers. If 2 people were splitting and were happy enough to let me throw in £10 for the rulebook I'd be happy with that as well, although that seems an unlikely outcome.
