No, but the Patriarch is capable of subsuming the will of the chaos cultists with a kiss with basically 100% certainty - that's if they somehow manage to resist his hypnotic gaze in the first place, anyway... and genestealer cults are co-ordinated.
Chaos Cults are manageable because they're generally not very well organised or run because of their inherent... well, chaoticness. Genestealer Cults on the other hand are as unified of mind and purpose as a Tyranid swarm.
When a chaos cult decides to cause some mayhem, it sends out a few gunmen or a couple of bombers. Maybe takes out a school or a factory.
When a genestealer cult decides to cause some mayhem, it systematically cripples the PDF and brings down half the city with carefully placed charges and soldiers.

Depends who or what is leading the chaos cult; if there is a significant cadre of possessed you could well seethe genestealers being the ones corrupted. Normal human dudes chanting around an icon wouldn't be a threat, anymore than a leaderless genestealer cult (one that'd lost its purestrains and F1/F2 hybrids).
The advantage of the brood is that they'd instantly know this, and take steps if possible
The disadvantage.......potentially now daemons loose inside a joint subconscious, which could theoretically compromise the entire cult.

You're assuming a very particular type of Chaos Cult here. A Chaos Cult might also:
Infiltrate the highest levels of government, to the point where they basically run the planet behind the scenes.
Open a portal to hell, unleashing a daemonic incursion that turns the planet into a war zone.
Release a plague that on the general population, causing mass death.
See, the real difference between Genestealer Cults and Chaos Cults is that Genestealer Cults are standardized and Chaos Cults aren't.
Genestealer Cults all look pretty similar.
A Chaos Cult can look like ANYTHING.
