If you really wanted to be technical there's a difference between rules and special rules, considering there's a separate special rules section in the same area

Special rules..
Harlequins have fleet... fleet does not confer to the
IC that joins them so as long as the
IC is in the unit, that unit is prevented from using this rule.
I would argue "Formation rules" are their own set of rules...
IC joins a squad of Harlequins, none of their "special" rules confer.. but since the
IC is part of the "unit" for all rules purposes, and can only be a member of 1 detachment.. he would lose whatever special formation rule he had.. and gain whatever special formation rule the unit has.. in this case run->charge.
Also.. would allow for Draigo to join a squad of Skyhammer marines and assault turn 1.. but with how good some of the formations and armies are currently.. would this really break the game? probably not any more then it already is
And.. I think this up in the air might seem SUPER BROKEN.. but we are talking about
ICs here, of which are still restricted to the allie matrix,
CAD limits, formation requirements etc.. we are not talking about joining multiple non-
IC units together to make super units!
