Well I understand that there's gotta be a way to make all weapon types different by giving them their own advantages, disadvantages, whatever.
But realistically, those guardsmen wouldn't charge the enemy without firing at them while they're charging.
So I would like to propose this rule :
Models with rapid fire weapons can charge after shooting BUT, they have to fire snapshots if they are to charge with them. Realistically, it makes sense. Anybody else this would be cool? I can even see this happening with heavy weapons but that may be stepping too far over the line.

I could see that.
Alternatively, perhaps allow all Rapid-fire weapons to fire one shot at half range, counting as "Assault 1" if they do.

I would say that this rule makes sense for rapid-fire weaponry, but not heavy weaponry. That would make it too powerful if it was for heavy.
I like the thinking behind it though.

That's pretty cool too, but I like the idea of my guardsmen firing fully automatic during the charge. Also you'd probsbly miss most your shots of you were charging guns blazing towards the enemy
I always found it kind of weird how these models with bayonets couldn't fire their guns if they wanted to charge

Alternately drop the Rapid Fire/Assault distinction entirely. It's close enough to irrelevant as makes no difference; the percentage of games I've cared about whether I shot a rapid fire weapon or charged is minute.

Why not make it a single choice of. 1) dont shoot durring the shooting phase. 2) if they did not shoot durring shooting thwy may declare an assault. 3) when declaringing the assault, before rolling charge distance they may fire rapid fire weapons as snap shots.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

We're adding rules either way. I'd just leave it as it is. It's hardly a big issue with the game.

As per ideas such as the "Assault out of vehicles that do not have the 'Assault Vehicle' Special Rule only if the vehicle remains stationary during the corresponding turn", it might also work to say that units that makes shooting attacks with one or more Rapid Fire weapons can charge in the same turn if and only if the unit remains stationary prior to the Assault Phase.

Now that one I like, actually. Makes a useful distinction - and maybe include Salvo in there too. (Though IMHO, Salvo and Rapid-Fire should get condensed and tweaked, but that's Another Rant.)
So, Assault weapons shoot on the move and you still charge; Rapid-Fire/Salvo can shoot on the move or shoot before you charge but not both; Heavy/Ordnance you have to sit still to shoot and still can't charge. (Sprinkle "effectively" in there as necessary to represent snap-shooting.)
